The Maharashtra Pollution Control Board (MPCB) has broadened its Blue Category to include eight additional services that support circular economy initiatives. These services include plastic waste recycling, PET bottle recycling, e-waste dismantling, sanitary waste management, and other environmentally critical operations. The expansion aims to streamline environmental clearances, extend consent periods, and reduce compliance requirements for such facilities. Officials say this move will strengthen waste management infrastructure, attract investment in recycling and sustainable services, and encourage businesses to adopt environmentally responsible practices across the state.
The Maharashtra Pollution Control Board (MPCB) has expanded its Blue Category to include eight more services that contribute directly to circular economy efforts in the state. The Blue Category, introduced by the Central Pollution Control Board (CPCB) in early 2025, was designed to simplify approvals for essential environmental service facilities and reduce administrative requirements.
Under India's industrial classification framework, industries are divided into Red, Orange, Green, and White categories based on their pollution potential and regulatory requirements. The Blue Category complements this system and is specifically aimed at units providing essential environmental services, such as waste processing, sewage treatment, and recycling operations.
The newly added services include plastic waste recycling units, PET bottle recycling facilities, electronic waste dismantling units, sanitary waste management plants, and other circular economy-focused services. MPCB officials highlighted that including these facilities in the Blue Category will help accelerate sustainable waste management practices, improve resource recovery, and support long-term environmental goals in Maharashtra.
Units classified under the Blue Category will benefit from faster clearance processes and an extension of their consent-to-operate period by two additional years. This extension is part of the broader incentive structure aimed at encouraging environmentally supportive services while maintaining compliance standards.
MPCB has also submitted a proposal to the CPCB to formalize the inclusion of these eight services in the national Blue Category framework. The expansion follows a detailed internal review and consultations among board officials, with key input from MPCB Chairman Siddhesh Kadam and Member Secretary Devender Singh.
Officials note that this move not only eases regulatory processes for businesses but also positions Maharashtra as an attractive destination for investment in circular economy services. By encouraging private sector participation, the board aims to strengthen recycling infrastructure, support sustainable business practices, and enhance the overall efficiency of waste management operations in the state.
