Synopsis

The Yamuna Expressway Industrial Development Authority (YEIDA) has declined to extend the deadline for its one-time settlement (OTS) scheme, meaning around 7,200 plot allottees in the Noida region now face possible recovery action if they do not clear outstanding dues by the end of February. The decision was taken at YEIDA's most recent board meeting, where officials observed that despite multiple previous extensions and reminders since December 1, only a small fraction of defaulters had availed themselves of the settlement offer. Total outstanding dues amount to nearly INR 4,950 crore, and the limited response to the OTS window prompted the board to maintain the existing deadline. The authority's board also approved the allocation of land for a model school and reviewed progress on stalled housing projects under the state government's rehabilitation policy, involving more than 6,800 homebuyers.

The Yamuna Expressway Industrial Development Authority (YEIDA) has resolved not to extend the deadline of its one-time settlement (OTS) scheme, intensifying pressure on plot allottees who have defaulted on payments. At the authority's board meeting, chaired by Alok Kumar, who also serves as additional chief secretary (industrial development), members noted that the current OTS window—opened earlier this month—will be the final opportunity for defaulters to settle outstanding amounts before formal recovery measures take effect. Around 7,200 allottees are now facing potential recovery action if their dues remain unpaid by the end of February.

YEIDA officials reported that the scheme, which has been offered seven times in the past, has elicited a limited response on this occasion, with only 117 defaulters coming forward to participate. This response was described by the board as significantly below expectations given the scale of outstanding balances. According to the authority's figures, total unpaid dues under the scheme amount to nearly INR 4,950 crore, underscoring the significant liability that remains unresolved.

In addition to the OTS decision, the board approved the allotment of six acres in Sector 34 for the development of a composite school, designed to offer education from pre-primary through to senior secondary levels. The land will be allocated to the basic education department at a concessional rate of INR 1 per square metre, with a condition restricting its use exclusively to the school and prohibiting subsequent transfer.

Board members were also briefed on progress under the state government's rehabilitation policy for stalled housing projects. Of the 11 developers covered by the policy, nine have deposited 25% of their net dues, totalling around INR 402 crore, which the authority says will enable the next phase of work on these projects and support delivery of homes to approximately 6,800 affected homebuyers.

During discussions on planning and tourism-oriented development, the board reviewed a draft master plan for Agra Urban City and plans for a new development called Raya Heritage City, and approved the process of inviting public objections to these proposals. The authority is preparing detailed project reports for the proposed developments and considering residential schemes near emerging tourism zones.

YEIDA's latest actions reflect its efforts to balance enforcement of financial obligations on allottees with broader planning and community infrastructure initiatives in the Noida-Yamuna Expressway region.
