Navi Mumbai civic body seals seven construction sites in Sanpada over air pollution violations following HC directive

The Navi Mumbai Municipal Corporation (NMMC) has sealed seven construction sites in Sanpada for failing to implement mandatory air and noise pollution control measures, following directions issued by the Bombay High Court in a suo motu public interest litigation related to rising air pollution. The action was taken after inspections revealed multiple violations of the prescribed Standard Operating Procedures, including inadequate site barricading, lack of dust suppression, absence of protective gear for workers and failure to control dust on adjoining roads. Civic officials stated that despite prior notices warning of stop-work action, developers had not complied with pollution control norms. The sealed sites belong to various developers operating in sectors across Sanpada. The municipal corporation indicated that enforcement will be intensified across all zones in the coming period to curb construction-related pollution.

The Navi Mumbai Municipal Corporation has initiated strict enforcement action against construction projects found violating air and noise pollution norms, sealing seven construction and development sites in Sanpada during the past week. The move follows directions issued by the Bombay High Court on 24 December 2025 in a suo motu public interest litigation addressing the city's worsening air pollution levels.


Civic officials stated that the High Court had directed local bodies to implement immediate and effective measures to control air pollution, particularly dust and emissions arising from construction activities. In line with these directions, NMMC had earlier communicated detailed Standard Operating Procedures to developers and site operators, outlining mandatory measures to control dust, noise pollution and blasting-related impacts. Developers were also informed about penalty provisions and warned that non-compliance would invite stop-work action.

Despite these warnings, inspections carried out by Municipal Commissioner Dr Kailas Shinde on 24 January 2026 revealed multiple shortcomings at several active construction sites. Officials observed that project sites lacked mandatory 30-foot-high metal barricades around their periphery and that buildings under construction were not fully covered with green, wet jute sheets on all sides. Water fogging during loading and unloading of construction material was not being carried out, and labourers were found working without basic protective equipment such as masks, goggles and aprons.

The inspection further revealed that water sprinkling systems were not operational to prevent dust pollution within a 500-metre radius of the sites and on adjoining roads. Vehicles transporting soil and construction material were not adequately covered, leading to dust dispersion. In several instances, no responsible site representative or project manager was present during the inspection.

Following these findings, the municipal corporation sealed five construction sites on 27 January 2026 and two additional sites on 29 January 2026. The affected projects belong to developers including Sai Amrut Builders, Matrix Builders, Progressive Developers, Kamdhenu Green, Royal Palm Developers (DPVG Ventures LLP), Kamdhenu Lifespace and Satyam Lifespace, all located across various sectors of Sanpada in Navi Mumbai.

NMMC officials stated that the action was carried out under the supervision of senior civic officers and with support from enforcement and police personnel. The civic body has indicated that enforcement drives will be intensified across all ward offices in the coming weeks, with a focus on strict compliance with pollution control norms at construction sites to curb rising air pollution across Navi Mumbai.
