Kochi Municipal Corporation is evaluating the future of the RoRo ferry service between Fort Kochi and Vypeen after sustained financial losses and operational issues. The civic body is considering ending its agreement with Kerala Shipping & Inland Navigation Corporation Ltd (KSINC) and exploring alternatives such as transferring operations to Kochi Water Metro or inviting new tenders. Audit findings revealed discrepancies in revenue and expenditure reporting, while high maintenance costs and vessel downtime added pressure. Safety concerns, infrastructure decay, and commuter challenges have also intensified the need for a sustainable solution.

Kochi Municipal Corporation is reviewing the RoRo ferry service connecting Fort Kochi and Vypeen, as continuing losses have forced the civic body to cover significant financial gaps. The finance standing committee's audit report highlighted inconsistencies in revenue and expenditure submitted by KSINC, the current operator, and noted that the service could become profitable if managed efficiently and transparently. Maintenance costs, including annual dry docking, are substantial and currently borne by the corporation.


The committee has recommended that the council decide whether to continue with KSINC or explore alternatives, including handing operations to Kochi Water Metro or inviting open tenders for new contractors. An all-party meeting has been suggested to reach consensus on the next steps.

Operational issues add further strain. One of the two vessels is scheduled for dry docking in February, leaving a single vessel in service. A third vessel, contracted from Cochin Shipyard Ltd for INR 18 crore in November 2024 with an 18-month completion timeline, has not yet been delivered. Originally, a special purpose vehicle was to operate the service, but delays led to KSINC taking charge.

Safety and commuter concerns have emerged. One vessel collided with a barge in the Fort Kochi navigation channel recently, though no injuries were reported. The RoRo jetty pavement is reportedly in poor condition. Service hours are uneven: one vessel ends operations at 8pm, causing overcrowding on the remaining vessel, which runs until 10pm. Residents have requested extending the second vessel's service hours to 10pm to manage rush-hour demand.

These challenges underline the need for a sustainable operational model that balances commuter needs, safety, and financial viability. The corporation is evaluating practical solutions to ensure reliability and efficiency without further burdening municipal resources.
