NMMC asks developers to tighten pollution controls at construction sites

Navi Mumbai Municipal Commissioner Dr Kailas Shinde has directed developers to strictly implement air and noise pollution control measures at construction sites to improve the city's air quality. Addressing a special meeting of developers and architects, he emphasised compliance with the municipal corporation's standard operating procedures issued in line with High Court directions. The civic body has proposed measures such as installation of CCTV cameras and air quality displays at sites, expansion of air quality monitoring stations, stricter dust control norms and penalties for violations. Non-compliance may lead to stoppage of work or cancellation of construction permissions.

To curb rising air pollution levels, the Navi Mumbai Municipal Corporation has intensified its focus on construction-related emissions, with Municipal Commissioner Dr Kailas Shinde calling upon developers to strictly adhere to prescribed pollution control norms. A special meeting was convened under his chairmanship, attended by over 70 developers and architects operating within the civic limits.


Dr Shinde highlighted the need for developers to take proactive responsibility in maintaining environmental quality, stressing that construction sites must implement all mandated preventive measures to ensure a consistently healthy air quality index in the city. Senior town planning officials were also present during the interaction.

Construction and redevelopment activity across Navi Mumbai has drawn scrutiny following directions issued by the Bombay High Court in a suo motu public interest litigation related to noise pollution, air pollution and blasting activities. In compliance, the civic body issued a circular outlining standard operating procedures for construction sites, along with penal provisions for violations.

Recent inspections by a monitoring committee found that pollution control measures outlined in the SOP need to be implemented more effectively across all construction sites. Acting on these observations, the civic body has announced a series of steps to strengthen enforcement.

Key measures include making it mandatory to install CCTV cameras and air quality display boards at construction sites, integrating air quality monitoring systems with a centralised dashboard for real-time data and alerts, and expanding the network of air quality monitoring stations across the city. Developers will also be required to follow detailed safety and health SOPs for workers, with violations attracting strict action, including suspension of work and cancellation of permissions.

Additional measures focus on dust control during excavation, daily removal of debris, prioritising road washing over fogging, enhanced road cleaning on major corridors, and curbing illegal dumping of construction waste. The civic body has also launched a special winter drive for road cleaning and dust suppression.

Developers have been instructed to ensure full compliance with the prescribed SOPs, while the corporation has assured that practical difficulties raised by stakeholders will be reviewed to ensure effective implementation.
