Ahead of the Navi Mumbai Municipal Corporation General Elections 2025-26, political parties and candidates have been mandated to obtain pre-certification before broadcasting or publishing any advertisements on electronic media. The move aims to ensure strict adherence to the Model Code of Conduct and compliance with guidelines issued by the State Election Commission. A Municipal-Level Media Certification and Monitoring Committee has been constituted to scrutinise and approve proposed advertisements across television, radio, social media, digital platforms and other electronic channels. The elections are scheduled to be held on January 15, 2026, and all stakeholders have been urged to follow the prescribed procedures to ensure free, fair and transparent elections.
In view of the Navi Mumbai Municipal Corporation General Elections 2025-26, the Navi Mumbai Municipal Corporation has made it compulsory for all political parties and candidates to obtain pre-certification for advertisements proposed to be aired through electronic media. The directive has been issued to ensure compliance with the Model Code of Conduct and the guidelines notified by the State Election Commission for election-related publicity and campaign activities.
To implement this process, a Municipal-Level Media Certification and Monitoring Committee has been constituted under the chairmanship of Municipal Commissioner Dr Kailas Shinde. The committee includes the Additional Municipal Commissioner, the Deputy Commissioner of Police (Special Branch), and the Chief Accounts and Finance Officer, who also functions as the Nodal Officer. The committee is responsible for examining the content of proposed advertisements and granting approval, suggesting modifications, or rejecting them where necessary.
As per the guidelines, no political party or candidate is permitted to broadcast or publish advertisements through television channels, satellite and cable networks, YouTube channels, FM radio, digital platforms, social media, websites, e-newspapers, bulk SMS, voice messages, cinemas, or public audio-visual displays without obtaining prior approval from the committee. Advertisements that are not pre-certified will not be allowed to be aired or published.
Applications for pre-certification must be submitted at least five working days prior to the proposed date of publication or broadcast, using the prescribed format (Appendix 4). Application forms are available at the Media Monitoring Cell of the Information and Public Relations Department located on the third floor of the Navi Mumbai Municipal Corporation headquarters. Applicants are required to submit two electronic copies of the advertisement (on pen drives) along with two printed copies duly attested by the authorised party official or candidate.
The committee will not approve advertisements containing content that violates the Constitution, election regulations, public order, communal harmony, national integrity, or moral standards. This includes material promoting hatred, violence, false allegations, defamation, obscenity, misuse of religious imagery, references to defence personnel, or intrusion into personal lives.
All expenses incurred on election advertisements must be accounted for in the election expenditure of the political party or candidate concerned. Payments must be made through cheque, draft or online modes; cash payments are strictly prohibited.
The Navi Mumbai Municipal Corporation elections are scheduled for January 15, 2026. All political parties, candidates and media organisations have been urged to strictly follow the prescribed procedures to ensure that the elections are conducted in a free, fair, transparent and impartial manner.
