ADB pledges USD 4.3 billion sovereign lending to India for 2025 development projects

The Asian Development Bank (ADB) has committed USD 4.3 billion in sovereign lending to India in 2025, targeting skill development, renewable energy, urban infrastructure, healthcare, and ecotourism. About one-third of the funding focuses on human and social development, including USD 846 million for the PM-SETU programme to modernise Industrial Training Institutes. Renewable energy and urban infrastructure receive significant allocations, with USD 650 million for rooftop solar and USD 775 million for urban services in Assam, Kerala, Sikkim, and West Bengal. The funds also support regional rail and metro expansions, state-level healthcare, and technical guidance for policymaking.

The Asian Development Bank (ADB) has announced a pledge of nearly USD 4.3 billion in sovereign lending to India for 2025, aiming to strengthen multiple development sectors including skills, renewable energy, urban infrastructure, healthcare, and ecotourism. Nearly 32 percent of the 16 newly committed projects are directed toward human and social development, while energy projects account for 26 percent and urban infrastructure over 18 percent.


A major focus is the PM-SETU skilling programme, which will receive USD 846 million to modernise hundreds of Industrial Training Institutes across various states. The initiative is designed to enhance workforce skills and align training with industry demands, following ADB's continued support for skill development in previous years.

In renewable energy, ADB has earmarked USD 650 million to expand the rooftop solar programme under PM Surya Ghar Muft Bijli Yojana, supporting India's ongoing clean energy adoption and decarbonisation efforts.

Urban infrastructure and services also receive substantial funding. ADB has pledged USD 775 million for projects in Assam, Kerala, Sikkim, and West Bengal, aimed at upgrading water supply, sanitation, and other urban services. In addition, USD 729 million has been allocated to expand regional rapid rail connectivity between Delhi and Meerut and extend metro networks in Chennai and Indore, enhancing urban mobility.

At the state level, Maharashtra will receive USD 460 million to modernise rural power systems and provide solar electricity for irrigation, while Assam will get USD 398.8 million to improve healthcare infrastructure and medical education. Ecotourism projects in Meghalaya and Uttarakhand have also been included, with over USD 200 million dedicated to these initiatives.

ADB highlighted that its support is not limited to funding alone; it continues to provide technical and operational studies to guide policymaking and identify transformative investments. This knowledge support is intended to complement financial resources and ensure effective implementation of projects.

The bank's 2025 commitments follow a pattern of long-standing collaboration with India, building on previous financing for health, education, and infrastructure projects. These investments reinforce India's development priorities while promoting sustainable growth across states and sectors.
