The Odisha Real Estate Regulatory Authority has appointed a civil engineer to strengthen technical oversight and improve transparency in the state's real estate sector. The move aims to ensure that registered projects comply with approved plans, construction standards and delivery timelines. The engineer will review structural designs, monitor construction progress and verify claims made by developers during project registration. This added scrutiny is expected to reduce delays, deviations and quality issues that affect homebuyers. The appointment will also support dispute resolution through technical assessments and site inspections. Odisha RERA said the initiative will enhance consumer protection, improve regulatory enforcement and build greater confidence in the housing market.
The Odisha Real Estate Regulatory Authority has taken a step to reinforce its technical oversight by appointing a civil engineer as part of its efforts to enhance transparency in the real estate sector and protect the interests of homebuyers. The appointment reflects a broader focus on ensuring that projects registered with the authority adhere to regulatory norms, construction quality standards and prescribed delivery timelines.
Under the amended framework, the appointed civil engineer will be tasked with reviewing technical aspects of projects submitted for registration under the state's RERA regime. This includes verification of structural designs, compliance with approved plans, assessment of construction progress and evaluation of claims made by developers regarding timelines and specifications. The enhanced technical scrutiny is expected to reduce discrepancies between representations made at the point of project registration and on-ground execution, thereby increasing confidence among purchasers and investors.
Officials said that integrating technical expertise directly into the regulatory apparatus will help address common challenges faced by homebuyers, particularly in cases where construction delays, deviations from approved plans or substandard workmanship have eroded trust in developers. By having a dedicated civil engineer within the authority's organisational structure, Odisha RERA aims to bridge the gap between regulatory intent and practical enforcement.
The role of the appointed engineer extends to supporting adjudicatory functions as well, where expert assessment may be required to resolve disputes between developers and allottees. This could involve on-site inspections, analysis of construction records and reporting on compliance with conditions set out in project registrations and contractual obligations.
