Goa recorded over 1.08 crore tourist arrivals in 2025, its highest in recent years, signalling a strong and sustained recovery of the tourism sector. The state welcomed more than 1.02 crore domestic tourists and over five lakh foreign visitors, supported by improved air connectivity, cruise tourism and expanding infrastructure. Officials said growth has been driven by rising domestic travel, revival of international arrivals and the operational impact of Manohar International Airport at Mopa. Charter flights, scheduled international services and cruise liners continued to add to inbound numbers. The government said its focus remains on quality and regenerative tourism to ensure long-term benefits for local communities, the environment and the economy, while strengthening Goa's position as a leading leisure and hospitality destination.
Goa recorded more than 1.08 crore tourist arrivals in 2025, including over five lakh foreign visitors, marking its highest annual footfall in recent years, according to official data released by the state Tourism Department.
In 2025, the coastal state welcomed 1,02,84,608 domestic tourists and 5,17,802 foreign tourists, taking the total number of arrivals to 1,08,02,410. The figures indicate a steady recovery and growth phase for Goa's tourism sector following disruptions caused by the COVID-19 pandemic.
Tourism Minister Rohan Khaunte said the government remains focused on promoting quality tourism, diversifying source markets and advancing Goa's vision of Regenerative Tourism. The objective, he said, is to ensure tourism growth delivers long-term benefits to local communities, the environment and the economy.
Goa's tourism data shows a clear pattern of growth, disruption and revival over the past decade. In 2017, the state received a total of 77,85,693 tourists, including 68,95,234 domestic and 8,90,459 foreign visitors. This number rose steadily in 2018 and 2019, reaching over 80 lakh arrivals each year before the pandemic impacted travel worldwide.
Post-pandemic recovery gained momentum from 2023 onwards. Total tourist arrivals stood at 86,28,162 in 2023 and increased further to 1,04,09,196 in 2024, before crossing the 1.08 crore mark in 2025.
Foreign tourist arrivals through charter flights have continued to play an important role in inbound tourism, particularly from traditional international markets. In 2017, Goa received 1,024 charter flights carrying 2,49,374 foreign tourists. These numbers declined to 799 flights and 2,16,738 tourists by 2019 and fell sharply during the pandemic.
The operationalisation of Manohar International Airport at Mopa in North Goa became visible in tourism data from 2023. That year, charter operations at both Mopa and Dabolim airports accounted for 356 flights and 72,795 tourists. In 2025, Goa recorded 189 charter flights bringing in 40,336 foreign tourists, with operations split between the two airports.
International scheduled flights have also contributed consistently to foreign tourist inflows. In 2025, a total of 1,784 international non-chartered flights operated through Dabolim and Mopa airports, carrying 2,35,798 foreign tourists.
Cruise tourism through Mormugao Port in South Goa continued to complement the state's tourism profile. In 2025, Goa received 37 cruise vessels carrying 51,510 passengers, including 10,086 foreign and 41,424 domestic tourists.
Khaunte said the year-wise data reflects the resilience of Goa's tourism sector, improved connectivity and growing destination readiness. The steady rise in domestic travel, revival of foreign tourism and expanding role of Manohar International Airport underline the state's efforts towards structured and balanced tourism growth.
