Himachal Pradesh to install rooftop solar systems at health institutions: CM Sukhu

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has directed the phased installation of rooftop solar power systems across healthcare institutions to promote clean energy and reduce operating costs. The move supports the state's goal of meeting over 90 per cent of its energy needs through renewable sources. Himachal Pradesh plans to add 500 MW of solar capacity in the next two years, with Gram Panchayats playing a key role through local solar projects. Several solar plants are already operational, generating revenue and supporting welfare schemes. Ongoing and planned projects across Una and Kangra districts highlight the state's push towards becoming a green energy hub while strengthening public infrastructure and local development.

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Saturday directed the installation of rooftop solar power systems at healthcare institutions under the state health department, saying the move would promote green energy and help reduce expenditure.


The chief minister said the installations would be carried out in a phased manner as part of the government's broader goal to develop Himachal Pradesh as a green energy state. Effective steps are being taken to achieve this target, he said in a statement.

Himachal Pradesh's annual energy consumption is around 13,000 million units. To make the state self-reliant in the energy sector, the government has set a target of meeting over 90 per cent of its energy requirements through renewable sources, Sukhu said.

The state aims to install solar energy projects with a total capacity of 500 megawatts within the next two years. Special efforts are also being made to promote alternative energy projects related to solar power, green hydrogen, compressed biogas and other renewable sources.

To achieve the green energy goal, the government has assigned a key role to Gram Panchayats through the Green Panchayat Programme. Under this initiative, 500-kilowatt ground-mounted solar power projects will be set up in all panchayats.

In the first phase, approval has been granted to install 500-kilowatt solar plants in 24 Gram Panchayats, with work already underway in 16 of them. The programme aims to generate a total of 150 megawatts of solar power.

Under the scheme, 20 per cent of the revenue earned from electricity generation will be used by the state government to provide financial assistance to orphaned children and widows in the respective Gram Panchayats.

The Pekhubela Solar Power Project in Una district began commercial operations on April 15, 2024. So far, it has generated 79.03 million units of electricity and earned INR 22.91 crore in revenue.

The Bhanjal Solar Power Project in Una started commercial operations on November 30, 2024, and has produced 8.57 million units of electricity, earning INR 3.10 crore. Electricity generation from the Aghlaur Solar Power Project in Una began on May 21, 2025, and it has generated 5.89 million units so far.

At present, three solar power projects with a combined capacity of 31 megawatts are under execution, while four projects with a total capacity of 41 megawatts are at the tender stage. In addition, a 200-megawatt solar power plant is planned on barren land in the Damtal area of Kangra district.

Solar power projects ranging from 250 kilowatts to 5 megawatts are being allotted on a first-come, first-served basis, with the electricity generated to be purchased by Himachal Pradesh State Electricity Board Limited (HPSEBL).

Under this scheme, 547 investors have been allotted ground-mounted solar projects with a total capacity of 595.97 megawatts, and power purchase agreements have already been signed for 403.09 megawatts. Additionally, the Himachal Pradesh Energy Development Agency (HIMURJA) has allotted solar power projects with a total capacity of 728.4 megawatts to HPSEBL, of which 120 ground-mounted projects with a combined capacity of 150.13 megawatts are already operational.
