MahaRERA recovers over INR 270 crore in compensation for homebuyers since 2017

Synopsis

Since its launch in May 2017, MahaRERA has recovered over INR 270 crore in compensation for homebuyers across Maharashtra, with strong support from District Collector offices. Around INR 200 crore was recovered by the end of 2024, followed by another INR 70 crore in 2025. MahaRERA has issued recovery orders worth INR 792 crore for more than 1,290 complainants, while some cases remain pending with the NCLT. Major recoveries were recorded in Mumbai Suburban, Mumbai City, and Pune. Several districts, including Nashik and Sindhudurg, have achieved full compensation recovery, highlighting improved enforcement under the real estate regulator.

Since its establishment in May 2017, the Maharashtra Real Estate Regulatory Authority (MahaRERA) has successfully recovered more than INR 270 crore in compensation for homebuyers, with significant support from the respective District Collector offices. By the end of 2024, around INR 200 crore had been recovered, and in 2025, an additional INR 70 crore was collected.


MahaRERA has issued recovery orders totaling INR 792 crore for 1,291 complainants. Cases worth INR 103 crore are currently pending before the National Company Law Tribunal (NCLT), which has restricted the recovery process in those matters. MahaRERA, being a quasi-judicial body, can issue recovery orders on a case-by-case basis, but the actual execution of these orders falls under the jurisdiction of the District Collector's Offices. Under Section 40(1) of the Real Estate (Regulation and Development) Act, 2016, these offices are empowered to recover dues as arrears of land revenue in accordance with the Maharashtra Land Revenue Code. MahaRERA issues warrants and forwards them to the concerned collectors for recovery.

In Mumbai City, INR 104 crore was due across 47 warrants in 27 projects, of which INR 53 crore has been recovered through 28 warrants covering 18 projects. In Mumbai Suburban, INR 352 crore was due against 482 warrants in 135 projects, with INR 112 crore recovered in 134 warrants for 66 projects. Pune had INR 195 crore due across 274 warrants in 139 projects, and INR 47 crore has been recovered in 71 warrants for 44 projects.

Thane had INR 74.63 crore due across 237 warrants in 89 projects, with INR 23 crore recovered in 48 warrants for 25 projects. In Alibaug and Raigad, INR 24 crore was due across 119 warrants in 47 projects, of which INR 9 crore has been recovered in 63 warrants for 22 projects. Palghar had INR 20.49 crore due across 86 warrants in 33 projects, with INR 4.59 crore recovered in 9 warrants for 6 projects.

Nagpur had INR 10.63 crore due across 18 warrants in 6 projects, and INR 9.65 crore was recovered in 13 warrants for 2 projects. Sambhaji Nagar had INR 4.04 crore due across 13 warrants in 2 projects, with INR 3.84 crore recovered in 9 warrants for 2 projects. In Nashik, INR 3.85 crore was due across 6 warrants in 5 projects, but INR 4.90 crore has been fully recovered in 6 warrants covering 4 projects.

Additional recoveries include INR 72 lakh from 2 projects in Sindhudurg, INR 12 lakh from 1 project in Solapur, and INR 9 lakh from 1 project in Chandrapur. Full compensation has been achieved in the districts of Nashik, Sindhudurg, Solapur, and Chandrapur. Overall, Mumbai Suburban, Mumbai City, and Pune lead in total recoveries among the major urban districts.
