City and Industrial Development Corporation (CIDCO) has achieved its first-ever tunnel breakthrough in the Hetawane Water Supply Scheme at Shaft 4 in Wahal village, Navi Mumbai. Executed by Afcons Infrastructure Ltd, 5.52 km of the 8.7 km treated water tunnel under Package 1 is completed, overcoming geological and operational challenges. The scheme, including 13.25 km of raw water and 15.4 km of treated water tunnels, aims to raise the city's water capacity from 150 million litres per day (MLD) to 270 MLD. Completion is expected ahead of schedule, supporting urban growth.

City and Industrial Development Corporation (CIDCO) has successfully completed the first tunnel breakthrough in the Hetawane Water Supply Scheme at Shaft 4 in Wahal village, Navi Mumbai. The work was carried out under Package 1 by Afcons Infrastructure Ltd, which has been responsible for tunnelling operations. This milestone is the first such breakthrough in CIDCO's project history and represents a key step in increasing the city's water infrastructure capacity.


The breakthrough covers a 5.52 km stretch of the 8.7 km treated water tunnel, with teams overcoming hard rock formations, narrow underground spaces, and other technical challenges. The tunnel boring used a 3.2 metre diameter Tunnel Boring Machine named Flamingo, which previously set a record by achieving 777 metres of tunnelling in a month, surpassing the earlier record of 714 metres.

The Hetawane Water Supply Scheme is designed to strengthen Navi Mumbai's water network. The project includes 13.25 km of raw water tunnels and 15.4 km of treated water tunnels. Once complete, it will raise water delivery from 150 million litres per day (MLD) to 270 MLD, ensuring more reliable supply to existing residents and supporting the city's future development.

Vijay Singhal, Vice Chairman and Managing Director of CIDCO, highlighted that this breakthrough is a significant achievement for the corporation. He mentioned that the progress demonstrates strong coordination between CIDCO and contractors, emphasizing timely completion and strict adherence to quality and safety standards. Singhal also noted the rapid infrastructure developments in Navi Mumbai, referencing the commencement of commercial operations at the new Navi Mumbai International Airport.

Krishnamurthy Subramanian, Executive Chairman of Afcons Infrastructure, stated that the tunnelling team achieved national records while maintaining high safety and quality standards. He emphasized that the breakthrough reflects innovative construction techniques and effective project management, even under complex geological conditions.

The Hetawane scheme is progressing ahead of schedule, with CIDCO closely monitoring quality, safety, and timeline adherence. This project is expected to significantly improve water availability in Navi Mumbai, reduce supply shortages, and support the city's growing population and urban expansion.
