Assam Cabinet approves NABARD loan of INR 11,511 crore for infrastructure development

Synopsis

The Assam cabinet approved a loan of INR 11,511 crore from NABARD to strengthen infrastructure across the state, focusing on roads, public services, and connectivity in Karbi Anglong, West Karbi Anglong, North Cachar Hills, and Tinsukia. Alongside the funding, the cabinet cleared amendments to the Assam Land and Revenue Regulation, enabling digital hearings and electronic submissions to improve transparency and reduce backlog. Settlements under Mission Basundhara schemes and changes to police promotion rules were also approved, supporting land security, merit-based advancement, and access to civic amenities.

The Assam cabinet sanctioned a loan of INR 11,511 crore from the National Bank for Agriculture and Rural Development (NABARD) to fund infrastructure projects in key districts. The loan is aimed at accelerating road construction and related public works in Karbi Anglong, West Karbi Anglong, North Cachar Hills, and Tinsukia, according to Public Health Engineering Minister Jayanta Malla Baruah. The projects are part of the state's long-term effort to enhance connectivity and improve civic infrastructure in hilly and tribal regions that have historically faced development challenges.


The cabinet also approved amendments to the Assam Land and Revenue Regulation, 1886, introducing digital hearings and electronic submissions for land cases. These changes are expected to reduce delays in land dispute resolution, improve transparency, and modernize administrative processes. Under the National Incentive Framework, the state becomes eligible to receive up to INR 150 crore for implementing these reforms.

In line with land reform initiatives, 732 proposals for government khas and ceiling surplus land in Kamrup (Metro) district were approved under Mission Basundhara 3.0, providing indigenous and landless families with homestead land. An additional 168 proposals under Mission Basundhara 2.0 were also cleared after premium payments, aiming to strengthen land tenure security, promote housing investments, and improve access to basic civic services.

The cabinet further endorsed amendments to the Assam Police Manual, allowing personnel from both armed and unarmed branches to compete for promotion to assistant sub-inspector roles. This change is expected to make promotions more merit-based, enhance policing efficiency, and strengthen institutional effectiveness in the state.

These measures together reflect Assam's focus on improving infrastructure, land administration, and governance while ensuring that development initiatives are inclusive and sustainable.
