The Municipal Corporation of Delhi (MCD) plans to develop 14 new construction and demolition (C&D) waste dumping sites, joining the 132 existing locations under the city's C&D Waste Management Framework. Each site will be equipped with CCTV cameras featuring automatic number plate recognition and mist spraying systems to enhance dust control and prevent illegal dumping. Enforcement teams have intensified inspections across the city, issuing hundreds of challans and collecting penalties in 2025. Recent checks of smaller construction sites revealed several non-compliant or unregistered sites, which were penalised to ensure adherence to waste management rules.
The Municipal Corporation of Delhi has announced plans to expand its network of construction and demolition (C&D) waste dumping sites by adding 14 new locations. These sites will supplement the 132 existing designated dumping points identified under the city's C&D Waste Management Framework.
Authorities plan to install CCTV cameras with automatic number plate recognition at each new site. Mist spraying systems will also be added to manage dust, curb pollution, and prevent illegal dumping. The addition of these sites is part of a broader effort to strengthen enforcement and compliance with C&D waste regulations across Delhi.
A budget of INR 7.1 crore has been approved for procuring and installing these CCTV systems, as well as for improvements at 106 existing sites. The civic body has already deployed 1,812 enforcement teams around the clock to monitor dumping activities and ensure compliance with environmental rules.
Over the year, these enforcement efforts have led to nearly 375 challans being issued, recovering penalties totalling around INR 19.5 lakh. Recent inspections have particularly focused on smaller construction sites under 500 square metres. In the past week, out of 145 sites inspected, nine were found to be non-registered or not following waste management norms. Environmental compensation was imposed on these sites.
The MCD's initiative also includes ongoing monitoring of previously identified dumping locations. In November alone, 943 challans were issued for violations at C&D waste sites, with INR 1.5 crore collected in penalties. These measures reflect the civic body's push to enforce stricter waste management regulations and reduce open burning of construction debris, which has been a persistent issue in the city.
By integrating surveillance technology and dust suppression systems with active enforcement, Delhi aims to manage C&D waste more efficiently. These steps are expected to improve the city's cleanliness, prevent illegal dumping, and ensure that construction activities comply with environmental regulations.
