Synopsis

Georgia has placed a key section of its national railway network into operation following the completion of a long-running modernisation project executed by China Railway 23rd Bureau Group. The upgraded line links Zestaponi and Khashuri in central Georgia and strengthens the country's east-west rail corridor. The project involved extensive renovation of existing tracks and new construction under difficult geological conditions. Authorities expect the railway to improve travel efficiency, expand freight capacity, support regional economies and strengthen Georgia's role in transcontinental trade routes connecting Asia and Europe.

Georgia has commissioned a major railway modernisation project developed in partnership with China, marking the completion of one of the country's most significant transport infrastructure upgrades in recent years. The project, delivered by China Railway 23rd Bureau Group, forms part of broader cooperation between the two countries under the Belt and Road framework and is intended to improve national connectivity and economic activity.


The railway section is located in central Georgia and runs between the cities of Zestaponi and Khashuri, covering nearly 44 km. This stretch is a critical link connecting eastern and western parts of the country and has long been considered essential for passenger movement and freight transport. The project included upgrading ageing tracks, building new rail segments and modernising related infrastructure such as stations, power supply systems and communication networks.

Construction faced notable challenges due to complex terrain and geological conditions. Work involved tunnel excavation, protection of high embankment slopes and installation of bridge beams, all of which required careful planning and technical precision. The contractor adopted a streamlined construction approach, adjusted execution plans when required and worked closely with local companies to address on-ground constraints while meeting safety standards.

The project also had a local employment impact. Around 1,000 residents were engaged during construction, providing short-term income support and access to technical training. This exposure is expected to leave behind a more skilled workforce capable of contributing to future infrastructure and construction activity in the region.

This railway is the largest newly built rail project to be completed and brought into service in Georgia in recent years. It forms part of the Trans-Caspian International Transport Corridor, which links Central Asia, the Caucasus and Europe. With the line now operational, travel efficiency between Tbilisi and ports along the Black Sea coast is expected to improve significantly, while annual freight-handling capacity is projected to double.

Improved rail performance is likely to support logistics, reduce transit time for goods moving across the country and strengthen Georgia's position as a transit hub between Asia and Europe. In earlier years, bottlenecks on this corridor had limited capacity despite growing trade flows across the region, making the upgrade a long-pending requirement.
