Uttar Pradesh is set to introduce a new urban redevelopment policy designed to rejuvenate its cities by modernizing infrastructure and enhancing public amenities. Chief Minister Shri Yogi Adityanath emphasized that the initiative aims to transform old structures and underutilized areas into vibrant urban spaces, ensuring that development aligns with environmental sustainability and public welfare.
The policy outlines a strategic approach focusing on land reorganization and incentivizing private sector involvement. A state-level redevelopment authority will oversee the implementation, supported by a single-window approval system to streamline project approvals. This structure aims to facilitate efficient and transparent development processes.
Central to the policy is the principle of "public interest first," ensuring that redevelopment projects do not negatively impact the livelihoods of affected families. The government has committed to a transparent rehabilitation system that safeguards the rights and interests of displaced individuals.
Investors are encouraged to participate in redevelopment projects, with the assurance of clear guidelines and incentives. However, all projects must adhere to green building standards and incorporate energy-efficient and sustainable development practices, aligning with the state's commitment to environmental responsibility.
Special attention will be given to preserving the historical heritage and cultural identity of cities during redevelopment efforts. The policy proposes separate strategies for old markets, government housing complexes, industrial areas, and unauthorized settlements, aiming to address the unique challenges and opportunities each presents.
In addition to urban redevelopment, the policy discusses the implementation of external development charges by development authorities in urban areas. These charges, to be levied based on location and land use, will fund infrastructure projects such as roads, water supply, sewerage, stormwater drainage, and electricity. The government emphasizes that funds collected will be used solely for these purposes, ensuring accountability and effective utilization.
