The Railway Board has directed all zonal railways to conduct traffic studies before initiating Final Location Surveys (FLS) and Detailed Project Reports (DPRs) for new railway projects. This step aims to assess the preliminary viability of projects, including new lines, doubling/multitracking, gauge conversions, and yard remodelling works. The decision comes after complaints of procedural violations and wasteful expenditure. The Board's emphasis on compliance seeks to ensure that resources are used efficiently and only projects with verified potential move forward.
The Railway Board has mandated that all zonal railways complete traffic studies before starting Final Location Surveys and preparing Detailed Project Reports for proposed railway projects. The directive focuses on verifying the preliminary viability of projects such as new lines, doubling or multitracking initiatives, gauge conversion, and yard remodelling works.
Officials explained that the decision follows multiple complaints regarding non-compliance with established procedures during DPR and FLS preparation. These lapses had previously resulted in unnecessary expenditure on projects that lacked operational or financial feasibility.
In a letter issued recently, the Board reiterated that consultants must first conduct traffic studies to evaluate the initial viability of any project. Only after assessing the outcomes of these professional studies should the remaining consultancy work proceed. The Board highlighted that ignoring this step has been leading to avoidable costs, affecting the efficiency of project execution.
The directive emphasizes strict compliance across all zones. Railway officials are instructed to ensure that traffic studies are completed before moving ahead with FLS and DPR preparations. This measure aims to prevent infructuous expenditure and maintain systematic planning standards across the country's railway network.
By requiring traffic studies upfront, the Railway Board is enforcing a structured, evidence-based approach to infrastructure development. This ensures that only projects with verified potential advance to detailed planning and implementation, reducing financial and operational risks.
