Kartavya Bhavan opens as first new Central Vista secretariat building

Kartavya Bhavan, the first among ten modern Common Central Secretariat buildings, was officially inaugurated this past week, marking an important step in India's administrative overhaul under the Central Vista Redevelopment Plan. Prime Minister Shri Narendra Modi emphasized the government's push for citizen-first, transparent governance and highlighted the need to move beyond outdated colonial-era infrastructure. He underscored the Bhavan's role as a symbol of national resolve and a functional hub for policy-making in line with India's ambitions of becoming self-reliant and globally competitive.

Kartavya Bhavan, the first of ten new Common Central Secretariat buildings planned under the Central Vista Redevelopment Project, was inaugurated at Kartavya Path in New Delhi this past week. The new building is part of a larger effort to consolidate ministry offices and improve government functioning through modern infrastructure.


Prime Minister Shri Narendra Modi, speaking at the event, said the country had been working for the last eleven years with a broader vision to strengthen infrastructure across sectors. He noted that Kartavya Bhavan is a reflection of that vision and will guide decision-making for a modern India. He described the new building as a structure that embodies India's resolve to fulfil national aspirations.

He pointed out that for decades, the government's core administrative work was conducted from British-era buildings, many of which lacked proper ventilation, lighting, and adequate workspace. According to Modi, this shift to newer, purpose-built structures is essential to support efficient, transparent, and citizen-centric governance.

The Prime Minister also stated that India's ambitions cannot be limited by outdated systems. He stressed that raising productivity is critical to achieving national goals and called for collective action to strengthen initiatives like 'Make in India' and 'Aatmanirbhar Bharat'. He said the government's focus should be on solving today's challenges instead of passing them on to future generations.

As part of the Central Vista plan, the government has already completed key projects, including the new Parliament building, the Vice President's Enclave, and the redevelopment of Kartavya Path from Vijay Chowk to India Gate. The plan also includes the upcoming Prime Minister's Office (PMO), Executive Enclave, Vice President's Enclave, and the National Security Council Secretariat.

Urban Affairs Minister Manohar Lal Khattar said that, during the construction phase, government offices are temporarily operating from four different sites Kasturba Gandhi Marg, Minto Road, and the Red Fort Palace for a period of two years.

Some key buildings are set to be retained under the redevelopment plan. These include the National Museum, the National Archives, Jawaharlal Nehru Bhawan (which houses the Ministry of External Affairs), Dr. Ambedkar International Centre, and Vanijya Bhawan, as they are relatively new.

The next phase of the Executive Enclave will include the development of additional secretariat buildings.
