Haryana has introduced a pilot project in Naraingarh tehsil, enabling a fully online and paperless deed registration system. The initiative allows property buyers and sellers to schedule appointments, upload documents, make payments, and access land records digitally. Authorities stated that the system flags property disputes or encumbrances in real time, aiming to improve transparency, cut down rejections, and reduce in-person visits. The move is intended to simplify the process and form a model for wider state implementation.
Earlier this week, the Haryana government launched a pilot project for an online, paperless deed registration system in Naraingarh tehsil. The Financial Commissioner for Revenue and Disaster Management noted that the initiative had been developed to streamline property registration, offering citizens a more efficient and convenient alternative to traditional methods.
The digital platform allows buyers and sellers to book appointments, upload required documents, pay applicable fees, and choose available registration slots-all without needing to visit offices physically. Officials explained that under the previous process, around thirty per cent of registrations failed due to objections or incomplete documents, often discovered only on the day of appointment.
With the new format, applications are template-based and submitted in advance, giving the revenue department time to verify documents and raise queries beforehand. Once the documents are approved, users can complete payment and secure a convenient time slot online. On the appointment day, the applicant only needs to be present for biometric and photographic identification, as the application has already been reviewed.
Officials highlighted that this digital process would reduce long queues, procedural delays, and unnecessary footfall at government offices, ultimately creating a smoother public service experience.
Another key feature is real-time record validation. The system automatically checks for any legal disputes, encumbrances, or outstanding loans associated with a property, helping parties make better-informed decisions and reducing the risk of fraudulent transactions.
Authorities added that the platform also improves accountability and prevents revenue leakage by ensuring accurate documentation and reducing manual errors. Applicants are given a checklist of mandatory documents to minimise rejection at the final stage.
The Naraingarh trial is being seen as a stepping stone for wider implementation across Haryana, aligning with the state's digital governance and transformation goals.
