The government of Arunachal Pradesh introduced a fully digital building permit platform earlier this week, marking a major reform in its urban governance strategy. The Online Building Permission System (OBPS) is now mandatory for all construction-related approvals, aiming to boost transparency, minimise delays, and simplify the application process. Officials stated that architects and other professionals must register on the portal, with the platform to be gradually handed over to district-level authorities. The system has been developed with central-state coordination and technical support from NIC Shillong and E-Government Foundation.
Arunachal Pradesh has implemented a state-wide Online Building Permission System (OBPS), shifting all building permit processes to a completely digital format. The system was inaugurated by Urban Affairs Minister Balo Raja, who stated that it would apply to all types of construction-governmental, public, private, and commercial-throughout the state. The minister also noted that the success of this initiative depends on awareness among citizens about both its benefits and the legal consequences of non-compliance. In parallel, the Directorate of Town Planning has been directed to upgrade its website from a static to a dynamic version, which will allow better interactivity and integration with services such as online banking.
Chief Secretary Manish Kumar Gupta described the move as a pivotal step in administrative reform, asserting that the system would considerably reduce the time taken for approvals and eliminate human interference. He further mentioned that over time, the responsibility for the system would be handed over to district-level planning authorities headed by the respective deputy commissioners.
Urban Affairs Secretary Nyali Ete explained that professionals such as architects would be required to register on the portal to file applications. Each district's Local Planning Authority would be responsible for managing the platform, chaired by the deputy commissioner and supported by a member secretary from the town planning department.
The OBPS has been developed jointly by the Union Town and Country Planning Organisation, the State Directorate of Town Planning, and the Urban Affairs Department. Technical implementation has been carried out by NIC Shillong, with eDCR software provided by E-Government Foundation Bengaluru. The system is customised to incorporate the 2019 building bye-laws and is funded under the AMRUT urban reform initiative.
By eliminating manual processes and instituting a uniform, transparent approval framework, the new system is expected to greatly improve service delivery for citizens and construction professionals. As local bodies are brought into the fold, the initiative is poised to support sustainable urban development, reduce corruption, and accelerate the pace of infrastructure growth. This transition places Arunachal Pradesh among the states modernising governance to facilitate ease of doing business.
