Bhubaneswar Development Authority launches digital ID system for property services

Synopsis

The Bhubaneswar Development Authority has directed allottees of its residential properties to obtain a Unique Account Number (UAN) by the end of August to continue availing services such as lease deeds, NOCs, property transfers, and conversion from leasehold to freehold. A dedicated facilitation cell at the authority's headquarters has been activated to assist applicants. The authority has also recorded progress in its ongoing property conversion programme, approving over 740 conveyance deeds across 27 housing schemes. Allottees must meet specific eligibility conditions, including construction status and legal compliance.

The Bhubaneswar Development Authority (BDA) has issued a directive urging allottees of residential properties to secure a Unique Account Number (UAN) before the end of August. This twelve-digit digital identifier will become a mandatory requirement for all transactions related to asset allotment, execution of lease deeds, securing no-objection certificates for financial loans, property transfers, and conversion of leasehold properties into freehold ownership.


In a move to ensure smooth implementation, BDA has established a dedicated facilitation centre at its headquarters. Applicants can register online through the official BDA website, and assistance will be provided at the facilitation desk for those facing difficulties with digital access or documentation.

Alongside this initiative, the authority has reported significant progress in its leasehold-to-freehold conversion programme. Out of the 1,250 applications received to date, 743 conveyance deeds have been successfully registered. A majority of these, around 843 applications, were filed through the online portal, indicating growing acceptance of the digital framework introduced for property services.

The conversion initiative currently covers 27 housing schemes, including Pokhariput Phases I to III, Lumbini Vihar, Prachi Enclave, Udayagiri Vihar, and Lingaraj Vihar, among others. Eligibility criteria for conversion include possession of the property for over five years, a constructed house on the allotted plot, and a valid lease deed executed by the BDA.

Additionally, the authority has stipulated that a conversion fee equivalent to 3 per cent of the benchmark valuation of Gharabari Kissan land will apply, based on the latest rates. Applicants are also required to furnish a no-objection certificate from relevant departments, along with affidavits confirming that the property is not under any legal dispute. In cases where unauthorised encroachments on government or authority land exist, applicants must clear the encroachment before proceeding with the application for conversion.

By enforcing uniform identification through the UAN and clarifying eligibility and legal prerequisites for ownership conversion, the authority aims to enhance transparency and accountability. Property allottees are advised to act within the stipulated period to ensure uninterrupted access to essential property services and regularise their ownership status in accordance with the revised framework.
