India earmarks 15,000 acres for coastal shipbuilding hubs to attract INR 1.5 lakh crore investment

India plans to designate 15,000 acres along its coastline for the development of shipbuilding clusters, aiming to attract INR 1.5 lakh crore in investments. This initiative, led by the Ministry of Ports, Shipping and Waterways, seeks to bring global shipbuilding companies to India and boost the country's manufacturing capabilities in the maritime sector. Key states like Maharashtra, Odisha, Tamil Nadu, Andhra Pradesh, and Gujarat have identified land parcels for these projects, with states offering various incentives including subsidies for capital investment and skill development, as India targets becoming a global leader in shipbuilding.

India plans to set aside 15,000 acres of land along its coast for new shipbuilding clusters. This move aims to bring in INR 1.5 lakh crore (INR 1.5 trillion) in investment for shipbuilding activities across the country. The Ministry of Ports, Shipping and Waterways (MoPSW) is leading this effort to attract global companies to India's shipbuilding sector.


The initiative identifies key locations across several states for these clusters. Maharashtra has designated nearly 40 percent of the total land, about 5,800 acres, spread across areas like Dighi, Jaigad, Vijaydurg, and Bankot, with Nandgaon and Dhabol also under consideration. Odisha has identified 2,000 acres near Paradip Port. Tamil Nadu has located 2,000 acres in and around Thoothukudi, with plans to expand this to 3,000 acres and a focus on making green vessels and becoming a green hydrogen hub.

Andhra Pradesh has identified 3,000 acres, with technical studies almost done for 2,500 acres in Durgarajapatnam, and more land in Machillipatnam and Mulapeta. Gujarat has found 2,000 acres in Kandla and is considering a new shipbuilding policy, with plans for shipyards in Porbander, Kutch, Bhavnagar, Amreli, and Valsad.

The Ministry projects a need for at least 207 vessels totaling 8.6 million gross tonnage, expecting to meet this demand with the INR 1.5 lakh crore investment. States are offering various incentives to attract developers. For example, Tamil Nadu has proposed subsidies for investment promotion, including reimbursement for capital investment, payroll-based support, or per-vessel incentives. Maharashtra has suggested a 15 percent financial boost on project costs as a capital subsidy, along with money for skill development and research support. Gujarat is also working on its own shipbuilding policy.

The main goal of this initiative is to improve India's shipbuilding abilities so it can compete with world leaders like Korea. By creating these dedicated clusters and offering incentives, India aims to become a major hub for vessel construction, supporting its maritime trade and overall economic growth. This plan is part of a broader strategy to utilize India's long coastline for economic benefit and to boost its position in global manufacturing.
