Synopsis

The Yamuna Expressway Industrial Development Authority (YEIDA) has moved forward with preparations for the Hathras Urban Centre, the final hub planned under Phase II of its Master Plan 2031. A consultant is being appointed to prepare a detailed project report (DPR) that will serve as the framework for land acquisition, developer selection, and project execution. The proposed centre is designed to integrate residential, industrial, and commercial development, while addressing infrastructure deficits and strengthening Hathras's position as a key satellite to Agra.

The Yamuna Expressway Industrial Development Authority has initiated steps to appoint a consultant for preparing the detailed project report of the Hathras Urban Centre. This will be the fourth and last urban hub to be developed under Phase II of the authority's Master Plan 2031. The DPR is expected to function as a comprehensive guide for project execution, enabling systematic land acquisition, appointment of developers, and phased implementation of urban and industrial facilities.

Hathras has been included alongside Mathura, Aligarh, and Agra in the second phase of YEIDA's master plan. The urban centre will cover 358 villages across Sadar, Sadabad, and Sasni tehsils. Its location is considered strategically advantageous due to connectivity through NH-93, SH-33, the Yamuna Expressway, and Hathras Junction, which links to two major rail lines.

Officials observed that although Hathras has a strong regional presence and industrial activity, the absence of last-mile connectivity, irregular utilities, and limited healthcare and recreational services have restricted growth. The new DPR aims to address these issues with plans for upgraded internal roads, power supply, water systems, sewerage, drainage, and civic infrastructure.

YEIDA has already advanced DPRs for the Raya Urban Centre in Mathura and the Tappal-Bajna Urban Centre in Aligarh, and a consultant has been appointed for the New Agra Urban Centre. The Hathras DPR is intended to follow this sequence. It is expected to transform the district into a hub for manufacturing, agro-processing, and logistics.

The proposed centre will also integrate housing and social infrastructure, creating a self-sustaining ecosystem. With over 10,000 registered MSMEs in Hathras, including units in food processing, hosiery, handicrafts, chemicals, and LPG bottling, the project is positioned to leverage existing industries and promote new investment. Alignment with larger regional projects, including the Noida International Airport, will further strengthen Hathras's role as a supporting urban-industrial hub for Agra.

By addressing infrastructure limitations and harnessing the region's MSME base, the authority aims to create a balanced urban-industrial environment. The project seeks to combine economic growth with improved housing and civic services, ensuring Hathras becomes a well-connected, self-sustained hub that complements the wider regional development framework.
