The Karnataka High Court has ordered the state government to create a unified Geographic Information System (GIS) platform to digitally map all land parcels and forest boundaries. The new system will use high-resolution satellite imagery from organizations like the Forest Survey of India (FSI) and the Indian Space Research Organisation (ISRO). This platform is intended to streamline land applications, prevent the registration of parcels involved in disputes, and help resolve conflicts between government departments.
The Karnataka High Court has directed the state government to implement a Geographic Information System (GIS) based platform to digitally map all land parcels and forest boundaries across the state. The order is intended to create a single, verifiable source of land data, which will include records from various departments such as revenue and urban planning.
The unified platform will use high-resolution satellite imagery from organizations like the Forest Survey of India (FSI) and the Indian Space Research Organisation (ISRO). The system will give each land parcel a unique identifier, known as a Unique Land Parcel Identification Number (ULPIN) or "Bhu-Aadhar," to link all associated textual, spatial, and legal records. It will also feature an automated process to streamline land applications and a "conflict alert" to prevent the registration of parcels involved in disputes.
The court has also mandated the creation of a high-level cell, supervised by the chief secretary, to resolve conflicting records between departments. A mobile app and web portal will also be developed for citizens to report environmental violations. This initiative is in line with the government's push for greater transparency and efficiency in land administration.
