The Karnataka Assembly has passed the Greater Bengaluru Governance (Amendment) Bill, 2025, a landmark piece of legislation aimed at decentralizing the city's civic administration. The bill will replace the existing Bruhat Bengaluru Mahanagara Palike (BBMP) with five smaller municipal corporations to improve urban governance and make it more participatory. Additionally, a new Greater Bengaluru Authority (GBA) has been established to oversee and coordinate development and integrated planning across the entire metropolitan region, which is set to expand from 700 sq km to nearly 1,000 sq km.
In a major move to reform the city's urban governance, the Karnataka Assembly has passed the Greater Bengaluru Governance (Amendment) Bill, 2025. The bill, introduced by Deputy Chief Minister Shri D.K. Shivakumar, marks a significant shift from the current model by decentralizing the Bruhat Bengaluru Mahanagara Palike (BBMP) into five distinct municipal corporations that includes Central, North, East, West, and South Bengaluru.
The new structure is designed to create a more efficient and accountable system of governance, allowing for a more focused approach to civic issues in each zone. The legislation also provides for the formation of a Greater Bengaluru Authority (GBA), a supervisory body that will be responsible for integrated planning and development across the broader metropolitan area. The GBA, which officially replaced the BBMP on May 15, 2025, is expected to expand the city's administrative boundaries to include surrounding villages and peripheral areas, increasing the total metropolitan area from 700 sq km to nearly 1,000 sq km.
According to urban development experts, this new framework could have a notable impact on the city's real estate market. The integrated planning and development under the GBA's purview are expected to lead to more cohesive urban growth. The expansion of the city's limits could also result in an increase in land prices in newly incorporated areas and pave the way for the development of new commercial and residential hubs.
While the bill aims to improve the city's administration, Deputy Chief Minister Shri Shivakumar has reassured stakeholders that the GBA's role will be purely supervisory and that it will not interfere with the day-to-day operations of the five new municipal corporations. This move is seen as a strategic effort to streamline governance, accelerate infrastructure projects, and address the complex challenges of managing one of India's fastest-growing urban centers.
