Thane, Kalyan station revamps delayed until CSMT project halfway done

Synopsis

The redevelopment of Thane and Kalyan railway stations has been postponed by the Railway Land Development Authority (RLDA). The delay is to avoid an operational logjam, as the Chhatrapati Shivaji Maharaj Terminus (CSMT) revamp, a project worth INR 2,450 crore, is only 15% complete and is facing early engineering hurdles. The RLDA has stated that it will not take up the Thane and Kalyan projects until the CSMT overhaul reaches a 50-60% completion milestone, which is expected only by next year, to avoid causing major disruption to train services and passenger schedules.

The redevelopment of Thane and Kalyan railway stations has been put on hold by the Railway Land Development Authority (RLDA). The postponement is to prevent a major disruption to train schedules and passenger travel while work on the Chhatrapati Shivaji Maharaj Terminus (CSMT) revamp is in progress. The RLDA has said that the Thane and Kalyan projects will only be taken up once the CSMT overhaul reaches a 50-60% completion milestone, which is expected only by next year.


The CSMT overhaul, an ambitious project costing INR 2,450 crore, has achieved only about 15% progress. The project is facing early engineering hurdles, including narrow platform widths and overhead electrical wires that are preventing the use of high-powered piling rigs for the foundation work. This has slowed down the progress, and the project cost has also been revised to INR 2,700 crore. A senior Central Railway official explained that starting parallel redevelopment at Thane and Kalyan would mean additional blocks on the main line, which would impact both suburban and long-distance train services.

The Thane station redevelopment, with a project cost of INR 980 crore, is being planned as a multi-modal transit hub in coordination with Thane Smart City Limited. The plan includes an 11-storey commercial complex, and upgrades such as 20 lifts, 17 escalators, and 3 travelators to help with faster passenger dispersal. The station currently handles over 6.5 lakh passengers daily on 10 platforms.

For the Kalyan station, a master plan is being finalized for a public-private partnership (PPP) model, with a project cost of INR 900 crore. The plan includes a new terminus for long-distance trains and a large concourse with retail and office spaces.

To ease congestion in the area, a new suburban station is being built between Thane and Mulund at a cost of INR 264 crore, with an expected completion date of December 2025. This project, which began in 2019, received a major boost recently when the Railway Ministry took over the funding from the Thane Municipal Corporation (TMC) to alleviate the civic body's financial crunch. This staggered approach to redevelopment is aimed at ensuring that these three crucial nodes in Mumbai's rail network can be upgraded without causing an operational logjam and passenger resentment.
