The Himachal Pradesh government has appointed retired IAS officer R D Dhiman as Chairman of the state's Real Estate Regulatory Authority (RERA), filling a leadership vacuum since December 2024. Dhiman, a former Chief Secretary and Chief Information Commissioner, is expected to restore efficiency and oversight. Former IAS officer Amit Kashyap has also been appointed as a RERA member. Their appointments aim to boost transparency, project approvals, and homebuyer protection amid rising real estate activity in cities like Shimla and Dharamshala. These strategic moves signal the state's commitment to strengthening real estate governance under the Real Estate (Regulation and Development) Act, 2016.
The Himachal Pradesh government has appointed retired 1988-batch IAS officer R D Dhiman as Chairman of the Real Estate Regulatory Authority (RERA). The announcement came earlier this week, following months of administrative vacuum in the authority's leadership.
The chairman's post had remained unoccupied since the conclusion of Shrikant Baldi's term on the last day of December 2024. Baldi, also a retired IAS officer, had overseen key developments in the state's real estate regulatory framework during his tenure. His exit had left the post vacant for nearly six months, slowing down critical decision-making and oversight functions within RERA.
Dhiman, a seasoned bureaucrat, retired as Chief Secretary of Himachal Pradesh on December 30, 2022. Since then, he had been serving as the Chief Information Commissioner (CIC) for the state. Known for his administrative acumen, Dhiman has previously held a range of influential positions within the state government and is expected to bring robust leadership to the regulatory authority.
The state government has also appointed former IAS officer Amit Kashyap as a member of RERA. Kashyap, too, has held various important assignments across the administrative hierarchy in Himachal Pradesh, and his addition is anticipated to complement the functioning of the authority.
With both appointments, the state seems to be sending a strong message about its commitment to restoring efficiency, transparency, and accountability in the real estate sector. RERA, constituted under the Real Estate (Regulation and Development) Act, 2016, plays a pivotal role in safeguarding homebuyers' interests, ensuring timely project delivery, and maintaining builder compliance.
Earlier, the absence of leadership within the authority had raised concerns among stakeholders, especially in light of increasing real estate activity in urban areas like Shimla, Dharamshala, and Solan. The appointment of a new chairman and member is expected to fast-track pending matters, expedite project approvals, and foster greater trust between developers and homebuyers.
Beyond just filling vacancies, these appointments reflect a decisive effort by the state to prioritise governance, accountability, and consumer protection in an evolving property market. With experienced leadership now at the helm, developers and investors can expect a more structured, efficient, and responsive regulatory environment going forward.
