Synopsis

The Maharashtra government has unveiled its new 2025 housing policy, Majhe Ghar, Majha Adhikar (My Home, My Right), its first major update since 2007. The policy promises over 35 lakh affordable homes by 2030 with a INR 70,000 crore investment. It focuses on sustainability, inclusive development, and private sector participation. Special housing plans target vulnerable groups like seniors, women, students, and migrant workers. A district-level survey is underway to align supply with real demand. The policy also supports self-redevelopment, slum renewal, and green construction. The Maharashtra government recently released its 2025 housing policy titled "Majhe Ghar, Majha Adhikar" (My Home, My Right), marking the state's first comprehensive policy update since 2007. The policy aims to tackle affordable housing problems through sustainable solutions while offering meaningful incentives to developers to encourage private participation.


The policy stands on four major pillars; universal access to housing for all by 2030, a strong emphasis on sustainable construction, economic prosperity through upskilling and employment generation and the use of technology to plan, regulate and execute projects effectively.

The state government has laid out plans to build over 35 lac affordable homes with an investment outlay of INR 70,000 crores. The policy outlines plans that pay special attention to the housing needs of senior citizens, disabled individuals, working women, students, project-affected persons (PAPs) and migrant workers. These plans include targeted schemes for EWS, LIG and other vulnerable groups, affordable rental housing for migrant workers and reduced stamp duty for senior citizens.

A district level housing demand survey is currently underway, which will record and assess factors such as current living conditions, socio economic profiles, rental trends, migration patterns, and infrastructure access. The objective is to align future housing delivery with actual needs.

Housing For All

The policy promotes the creation of mixed-income integrated townships that will provide essential services while being close to employment hubs. It also details investment plans for training and skill development of construction workers and professionals. Policy makers believe these efforts will aid and boost economic growth in the region.

Ease of Redevelopment

The policy also encourages self redevelopment through the creation of a self-redevelopment cell which will provide dedicated support for co-operative housing societies to choose to go the self redevelopment way. An initial fund of INR 2,000 crores has been earmarked for the same. Incentives that support cluster development and slum redevelopment have also been included.

A Green Future

A major update in this policy has been its renewed focus on adopting sustainable practices. The policy necessitated the adoption of green building standards, energy efficient designs and use of sustainable construction methods. The policy ensures that the homes created are climate resistant.

Use of Technology

Finally, the policy outlines the use of technology to plan, monitor and oversee the execution of multiple projects. A digital land bank will be created as a database to identify residential land parcels and a centralised digital platform will be developed to display housing data, track project progress and ensure transparency.

The Maharashtra Housing Policy 2025 represents a major update from the 2007 policy, with a renewed focus on the need of the hour. The new policy is more comprehensive, data-driven, and inclusive, aiming to address challenges that have emerged and intensified over the past 18 years.
