ORERA to get new enforcement squads, digital tools, and staff under state reform push

Synopsis

Odisha's Housing and Urban Development Department launched a streamlined initiative to accelerate implementation of the Real Estate (Regulation and Development) Act. Following a high-level review chaired by the Chief Secretary, key departments including Revenue & Disaster Management, Town Planning, General Administration, and ORERA have been instructed to report on progress. Priorities include developing digital tools, integrating land-record portals, deploying enforcement squads, and filling vacant operations roles. These targeted measures build on reforms introduced earlier in July aimed at strengthening monitoring, improving inter-departmental coordination, and protecting homebuyers from illegal developments.

To fast-track the implementation of the Real Estate (Regulation and Development) Act, the Odisha Housing and Urban Development Department has issued directives to several state departments to submit detailed action-taken reports. This decision follows a recent top-level meeting chaired by the Chief Secretary, where the slow pace of RERA-related implementation and enforcement was reviewed.


The departments that have been pulled into action include the Revenue & Disaster Management Department, the Town Planning Directorate, the General Administration and Public Grievances Department, and the Odisha Real Estate Regulatory Authority (ORERA).

The Town Planning Directorate has been instructed to develop a digital dashboard within 60 days. This platform is expected to allow real-time sharing of information related to project approvals with ORERA. Once implemented, it will help the regulator keep track of all sanctioned real estate projects as they happen.

The Revenue & Disaster Management Department has been asked to form a technical team to ensure integration between ORERA's upgraded platform (ORERA 2.0) and the state's land records portal, Bhulekh. Additionally, ORERA will be granted access to the SUJOG platform, which is used by urban local bodies to track services and compliance metrics.

The Housing and Urban Development Department will coordinate with all development authorities, municipal corporations, and municipalities to activate dedicated enforcement squads. These teams will support ORERA in taking necessary action against violators under the Orissa Public Demands Recovery (OPDR) Act, 1962.

Moreover, the state government has directed that district-level RERA compliance should now be a regular part of monthly review meetings held by district Collectors. District authorities have also been asked to keep ORERA informed about any instances of illegal constructions or unregistered real estate activities within their jurisdictions.

To enhance ORERA's operational strength, the state has started the process of filling vacant posts. These include key administrative and enforcement roles like Joint Secretary (Administration) and Deputy Secretary (Enforcement). The government is open to bringing in qualified retired officers to fill these posts quickly and ensure ORERA has the manpower needed for efficient functioning.

Earlier this month, the Odisha government had made it mandatory for authorities to intimate ORERA in real-time whenever a new project is approved. This move came after ORERA flagged instances where housing projects were launched without following due procedures-particularly those lacking the consent of two-thirds of the allottees, as required by RERA rules.

In the past, ORERA had also raised alarms over real estate projects being approved on encroached government land, including land owned by railways and other public authorities. These concerns were shared with top officials and led to the current push for stronger ground-level enforcement and digital transparency.

This multi-pronged approach marks a significant shift in how the state plans to handle unauthorised developments. By empowering ORERA, integrating digital systems, and ensuring stronger coordination between departments, the Odisha government is aiming to protect homebuyers and bring greater accountability into the sector.
