Synopsis

Uttar Pradesh recently raised its stamp duty waiver for properties registered in women's names from INR 10 lakh to INR 1 crore, increasing the maximum discount from INR 10,000 to INR 1 lakh. This change is expected to make middle-class women more financially independent and enhance their status in society. It also aligns with earlier national-level proposals to support women's property rights. Alongside this, the state cleared several other initiatives, including allocating land for an IR-detector research centre creating new jobs and boosting defence tech.

The UP Cabinet approved a 1 percentage point cut in stamp duty for women purchasing property worth up to INR 1 crore, a move that significantly expands the benefit previously capped at INR 10 lakh. Previously, women received only up to INR 10,000 in savings. Now, the rebate can reach INR 1 lakh. The state believes this adjustment will motivate more middle-class women to own homes, thereby improving their confidence, economic strength and societal recognition, said Labour Minister Anil Rajbhar.

This policy complements Mission Shakti, Uttar Pradesh's ongoing initiative to empower women through economic independence. The Cabinet also greenlighted land allocation for a DRDO backed IR-detector centre in the Defence Industrial Corridor at a token lease of INR 1 per year. The centre is poised to create around 150 direct and 500 indirect jobs, advancing India's indigenous infrared detector manufacturing capabilities.

The expanded exemption mirrors earlier central proposals aimed at reducing stamp duty on deeds made in women's names. By covering properties up to INR 1 crore, the state significantly raises the potential benefit, aligning with these national goals. Historically, this discount was first introduced at the INR 10 lakh threshold, and the enhanced cap is expected to trigger a strong rise in female title registrations.

Analysts note that similar gender-based stamp duty incentives in other states have increased female property ownership without causing major fiscal losses; registrations often jump enough to offset any shortfall. In UP's case, sales registrations are projected to climb, potentially increasing overall revenue despite the rate reduction. That would be a win-win for women and the treasury.

In the same Cabinet meeting, officials approved 37 proposals, including improved infrastructure in educational institutions and defence connectivity. Earlier, the Swami Vivekanand Yuva Sashaktikaran Scheme had directed only tablets to youth, dropping plans for smartphones, with a generous INR 2,000 crore budget. Plans for employee pension scheme extensions and expressway projects were also endorsed.
