Synopsis

The Himachal Pradesh government is set to infuse INR 207.50 crore into strengthening diagnostic services across the state, part of a larger INR 606.70 crore initiative to revitalize its public healthcare system. This investment aims to replace outdated, often 15-20-year-old, diagnostic equipment with advanced technology in medical colleges and hospitals. Driven by Chief Minister Shri Sukhvinder Singh Sukhu's 'Vyavastha Parivartan' initiative, the plan seeks to provide faster, more accurate diagnoses, reduce out-of-state treatment needs, and enhance healthcare quality and accessibility throughout Himachal Pradesh.

The Himachal Pradesh Government is undertaking a determined effort to revitalize its public healthcare system. It has announced a comprehensive investment of INR 606.70 crore for systemic transformation under its 'Vyavastha Parivartan' initiative. Over one-third of this amount, specifically INR 207.50 crore, is earmarked for strengthening diagnostic services across the state.

A government spokesperson explained that the health department, following Chief Minister Sukhvinder Singh Sukhu's directions, drafted this proposal due to significant patient difficulties in obtaining accurate diagnoses at government hospitals. Many state medical colleges and hospitals are currently ill-equipped, with diagnostic machines often 15 to 20 years old, making accurate ailment detection challenging.

To address this, and recognizing the availability of more efficient, technologically advanced equipment, the Chief Minister directed the replacement of old machines with newer models. This aligns with the state's broader agenda of improving public services, particularly in remote and hilly terrains where access to specialized medical care can be limited.

As per the detailed proposal, high-resolution 1.5 Tesla and 3 Tesla MRI machines will be installed at five major medical institutions: IGMC Shimla, SLBSGMC Mandi, Dr. YSPGMC Nahan, GMC Chamba, and the Atal Institute of Medical Super Speciality Chamiyana.

Additionally, each of the seven medical colleges in the state is slated to receive two advanced CT imaging machines, five mobile digital radiography (DR) units, and two ceiling-suspended DR X-ray machines. They will also be equipped with two high-end ultrasound machines featuring color Doppler, one mammography unit, and one Picture Archiving and Communication System (PACS). A PACS unit will additionally be installed at Kamla Nehru Hospital in Shimla.

Furthermore, each medical college is set to receive four portable ultrasound machines and one radiology workstation equipped with 3D software. The installation of this cutting-edge equipment is expected to significantly upgrade diagnostic capabilities, ensuring patients in government healthcare institutions have access to faster, more accurate, and more reliable health care services.

The spokesperson noted that most healthcare institutions across the state face limitations in both diagnostic and surgical capabilities, stemming from a lack of modern equipment and insufficient staff training. To address this, Chief Minister Sukhu has outlined 14 key focus areas in the proposal, including simulation-based training, cancer care, digital health, and critical care.

The aim of this modernization is to provide improved care to patients within the state, reducing the need for them to seek specialized treatment elsewhere. This initiative is also expected to strengthen medical education, leading to significant enhancements in the quality of healthcare services across Himachal Pradesh.
