The Municipal Corporation of Delhi (MCD) plans to install rooftop solar power plants on 989 of its buildings, aiming to reduce reliance on conventional power and lower electricity costs. This project could yield 10-15 MW capacity. Executed in collaboration with NTPC Vidyut Vyapar Nigam Limited (NVVN) under the RESCO model, NVVN will cover installation and maintenance, reimbursed through a fixed tariff. This initiative supports India's clean energy goals, aligning with national targets for non-fossil fuel capacity by 2030, and builds on MCD's existing 13.25 MWp solar capacity.
The Municipal Corporation of Delhi (MCD) plans to install rooftop solar power plants on 989 municipal buildings. This project is expected to generate 10 to 15 megawatt (MW) of solar capacity, pending a detailed energy audit. This initiative aims to reduce the MCD's reliance on conventional power sources and lower electricity costs.
The project will be executed in collaboration with NTPC Vidyut Vyapar Nigam Limited (NVVN) under the RESCO (Renewable Energy Service Company) model. In this model, NVVN bears the costs of installation, operation, and maintenance of the solar plants. NVVN will then be reimbursed through a fixed tariff per unit of solar energy generated. The MCD intends to utilize NVVN's surplus capacity, which also stands at 10-15 MW from ongoing projects on Delhi Police buildings, to speed up solar deployment on its properties.
An indicative tariff ranging from INR 4.25 to INR 4.92 per unit has been proposed. Currently, the MCD has 574 solar photovoltaic (PV) plants on its buildings, with a total capacity of 13.25 MWp. An agreement with NVVN between 2022 and 2024 led to the commissioning of 26 rooftop plants with a combined capacity of 1.08 MWp at a tariff of INR 4.72 per kWh.
The Ministry of New and Renewable Energy (MNRE) has designated NTPC as the Renewable Energy Implementing Agency (REIA) for Delhi to fast-track rooftop solar implementation across government buildings. This initiative contributes to India's broader clean energy goals, aligning with the nation's Nationally Determined Contributions (NDCs) under the UN Framework Convention on Climate Change (UNFCCC).
These include reaching 50% of installed electricity capacity from non-fossil fuel sources by 2030, and a 45% reduction in emissions intensity, with a net-zero emissions target by 2070. Such kinds of rooftop solar projects are a common strategy for government entities to promote renewable energy adoption, reduce operational costs, and contribute to national sustainability targets.
