Himachal Pradesh has secured approval for the construction of 3,123 kilometres of rural roads and 43 bridges under the Pradhan Mantri Gram Sadak Yojana (PMGSY)-III, with a total cost of INR 3,345.81 crore. The state's Public Works Minister, Vikramaditya Singh, revealed that the expenditure under PMGSY for 2024-25 exceeded the allocated INR 650 crore, reaching INR 905 crore. As a result, the state has requested the Central Government to increase the allocation to INR 1,300 crore for the 2025-26 financial year. Efforts on PMGSY-IV are also progressing, with 1,115 habitations deemed eligible for development.
Public Works Minister Vikramaditya Singh recently announced that the state of Himachal Pradesh has been approved to build 43 bridges and 3,123 kilometers of rural roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY)-III, with a total investment of INR 3,345.81 crore. The minister highlighted that the expenditure for the financial year 2024-25 under PMGSY had reached INR 905 crore, significantly exceeding the allocated INR 650 crore. This over-performance has led the state government to formally request the Central Government to double the allocation to INR 1,300 crore for the upcoming financial year 2025-26.
Singh also provided updates on the ongoing work under PMGSY-IV, revealing that mapping of 1,560 habitations had been completed. Of these, 1,115 habitations were found to be eligible for development, as per the Ministry of Rural Development's guidelines. The scheme primarily aims to connect habitations with populations of over 500 in plain areas and 250 in hilly regions.
Following a meeting with the Union Minister for Rural Development on April 30, a high-level team from the National Rural Infrastructure Development Agency (NRIDA) visited Shimla in early May. During their visit, discussions were held with PWD officials regarding 247 habitations previously rejected under the scheme. It was assured that these habitations would be reconsidered on a case-by-case basis, contingent on further verification. The state government has confirmed that land is available for 151 of these habitations and has requested swift approval for their development.
Once the approval process is concluded, the state plans to prepare around 250 Detailed Project Reports (DPRs) for approximately 1,400 kilometres of roads under PMGSY-IV.
As the PMGSY-IV initiative progresses, the inclusion of previously rejected habitations could potentially expand the scope of rural connectivity in Himachal Pradesh. The state is hopeful that the swift approval of these projects will lead to significant infrastructural improvements in the coming years.
