Patna DM sets deadline to clear land mutation cases pending over 75 days

The District Magistrate of Patna, Chandrashekhar Singh, issued an order earlier this week to resolve all land mutation cases that have been pending for more than 75 days by the end of this month in an effort to increase administrative efficiency. The move targets key blocks such as Sampatchak, Bihta, Didarganj, Dhanrua, and Naubatpur, where the bulk of the backlog totalling around 14,108 cases remains. As part of the larger initiative to digitize and increase transparency in land-related services, the Patna Municipal Corporation has launched an online facility to expedite property mutation and tax assessments, and the Bihar government has implemented corrective measures to address procedural delays.

Chandrashekhar Singh, the Patna District Magistrate, recently instructed revenue officials to resolve all land mutation cases that have been pending for more than 75 days before the end of the month in a clear attempt to increase the efficiency and transparency of real estate transactions. The directive focuses on administrative blocks with the highest accumulation of unresolved cases namely Sampatchak, Bihta, Didarganj, Dhanrua, and Naubatpur.


As per official figures, the number of pending land mutation cases in Patna district has significantly reduced from 80,592 to 14,108 over the past year. The DM acknowledged the efforts of circle officers who have consistently performed well in reducing pendency and stated that they had been recommended for commendation.

Apart from the 75-day deadline, specific emphasis has been placed on 8,688 cases that have remained unresolved for over 120 days. Singh instructed officials to prioritise the digitisation of land records and ensure quick disposal of disputes concerning land boundaries. Deputy Collectors Land Reforms (DCLRs) were also directed to expedite cases under the Bihar Land Dispute Resolution Act (BLDRA), mutation appeals, and those under the Abhiyan Basera housing scheme, especially ones that have been stagnant for more than 90 days.

Simultaneously, the Bihar government has rolled out procedural reforms to address common errors in land mutation cases, such as clerical mistakes and minor documentation issues. The Revenue and Land Reforms Department directed that such cases be swiftly reviewed and resolved at the Circle Officer level, thereby reducing the load on appellate bodies and avoiding unnecessary delays.

To complement these reforms and modernise citizen services, the Patna Municipal Corporation has recently introduced an online platform for property mutation applications and self-assessment of holding tax. This digital interface allows citizens to initiate the mutation process remotely and receive SMS updates regarding their application status. If uncontested, mutations are processed within 35 days, while contested cases are resolved within 75 days. Applicants can also download mutation orders directly from the official website.

These combined measures form a part of the state's ongoing effort to bring greater efficiency, accessibility, and transparency to land-related governance, reflecting a shift towards proactive digital administration.
