Bhubaneswar Development Authority launches new Town Planning schemes in Dasapur and Malipada

Synopsis

The Bhubaneswar Development Authority (BDA) has launched Town Planning Schemes 5, 6, and 7 across 846 acres in Dasapur and Malipada as part of its vision for Bhubaneswar New City. A request for proposal has been issued to select a firm for design and implementation support. Public hearings have been held to ensure landowner involvement. These efforts follow the December rollout of 14 TP schemes in Zone IV. BDA plans 45 such schemes across four zones to streamline infrastructure development, including the inner ring road. Under the model, landowners retain 60% of their land post-development. The TP approach is now being replicated in other Odisha cities.

The Bhubaneswar Development Authority (BDA) has commenced the implementation of Town Planning (TP) Schemes Nos. 5, 6, and 7 in the Dasapur and Malipada regions, covering a total of 846 acres within Zone I. This initiative is a crucial step in the broader vision of developing the Bhubaneswar New City, which is set to span 400 hectares in the same area.


To facilitate this, BDA has issued a request for proposal to select a firm with expertise in planning, designing, and executing TP schemes. The chosen firm will be responsible for preparing designs in line with the project's scope and assisting BDA throughout the implementation process.

Public hearings with local landowners have already been conducted, ensuring community involvement and transparency. Vice Chairman of BDA, N. Thirumala Naik, highlighted the progress made in the TP scheme implementation, emphasizing the focus on completing the three schemes in Dasapur and Malipada.

This development follows BDA's earlier efforts in December, where 14 TP schemes were initiated in Zone IV's Dhauli and Tamando areas, encompassing 2,496 acres. BDA has strategically divided the city into four zones to implement a total of 45 TP schemes across 58 revenue villages. These schemes are instrumental in facilitating infrastructure projects, including the ambitious inner ring road, with land acquisition streamlined through the TP framework.

Under the TP scheme, landowners contribute 40% of their land for infrastructure development while retaining 60% as TP area. The developed regions will feature 9-meter-wide roads and essential utilities such as drainage, water supply, sewer.

Recognizing the success of Bhubaneswar's model, the state government has announced the implementation of TP schemes in other cities, including Samb, BDA's approach has garnered attention, with several bureaucrats and researchers visiting the TP scheme sites to understand the implementation process.
