NHAI cracks down on KNR Constructions after NH-66 embankment collapse in Kerala

Synopsis

Following the recent failure of a reinforced earth wall on the Ramanattukara-Valanchery stretch of NH-66 in Kerala, the National Highways Authority of India (NHAI) has taken swift punitive measures against KNR Constructions Ltd. The firm, which was the concessionaire for the nearly completed project, has been barred from participating in current and future bids. The project's embankment had reportedly collapsed earlier this week, prompting a thorough investigation. Initial findings indicate negligence on the part of the contractor. The project consultant and several key officials have also faced suspensions, with further guidelines expected to prevent similar failures in future highway projects across the state.

In response to the collapse of a reinforced earth (RE) wall on the Ramanattukara-Valanchery stretch of National Highway 66 in Kerala, the National Highways Authority of India (NHAI) has barred KNR Constructions Ltd from participating in all ongoing and upcoming bids. The embankment failure was reported earlier this week when the project was nearing its final stages of construction.


KNR Constructions Ltd had been appointed as the concessionaire for this section of the highway. NHAI stated that it had taken strict action against the company, immediately disqualifying it from the bidding process for its alleged negligence. The state-run agency noted that the apparent cause of the incident was the concessionaire?s failure to assess and strengthen the ground?s bearing capacity before commencing work.

Additionally, the project consultant, Highway Engineering Consultant, has also been excluded from participating in any ongoing or future tenders. Furthermore, both the Project Manager from KNR Constructions and the Consultant?s Team Leader have been suspended from their roles.

A two-member expert team, led by a retired professor from IIT Delhi, was deployed to the site to investigate the incident and propose corrective actions. NHAI confirmed that any remedial works will now be carried out at the risk and expense of KNR Constructions Ltd, as per the expert team's recommendations.

The same panel is also expected to provide preventative guidelines to be implemented across other infrastructure projects in Kerala. This includes strategies to mitigate similar failures in future undertakings. The initial technical evaluation attributed the collapse to weak foundational soil that was unable to support the elevated loads from the embankment structure.

By barring major players and suspending responsible personnel, the agency is signalling a zero-tolerance policy towards lapses in construction integrity. The appointment of an expert team to not only rectify the issue but also guide future projects suggests a long-term vision for safer and more reliable highway development. As Kerala continues to expand its road network, these measures could serve as a critical benchmark in ensuring foundational safety isn't compromised for project speed or cost.
