The City and Industrial Development Corporation (CIDCO) has razed over 2,200 illegal structures this year alone, clearing more than 56 acres across Navi Mumbai, Panvel, Ulwe and Dronagiri. The ongoing demolition drive aims to remove unauthorized encroachments hindering infrastructure growth and legal housing development.


CIDCO's enforcement teams have carried out 547 separate demolition actions as of April 2025. Officials estimate the recovered land to be worth over INR 2,500 crore, with INR 300 crore alone attributed to a single parcel where 90 illegally constructed flats in Kharghar were recently demolished. According to Suresh Mengde, Chief Vigilance Officer of CIDCO, many of these encroachments were sold illegally to unsuspecting buyers with fake documentation or no approvals at all.

CIDCO has also published names of individuals and groups who have been issued notices under the Monopolies and Restrictive Trade Practices (MRTP) Act and the CIDCO (Prohibition of Unauthorized Construction) Regulations. Over 2,100 notices were issued last year alone by the Controller of Unauthorized Constructions (CUC), reflecting the scale of the encroachment problem.

Mengde warned that buyers must be cautious while purchasing land or flats in CIDCO areas, especially in Navi Mumbai and its extended nodes like NAINA, a developing zone near the upcoming Navi Mumbai International Airport.

CIDCO's aggressive land reclamation efforts are part of a broader vision to implement international-standard townships under the NAINA (Navi Mumbai Airport Influence Notified Area) plan. These projects aim to integrate zones for education, healthcare, logistics, and residential growth.

NAINA's master plan includes zones for medical research parks, educational clusters, and industrial corridors that could catalyze job creation and stimulate real estate demand in adjoining legal zones. For instance, land cleared in Ulwe and Dronagiri could now be integrated into planned smart city grids, paving the way for infrastructure like metro extensions, affordable housing, and data center hubs.
