Tamil Nadu is gearing up to launch over 50 infrastructure projects worth INR 45,000 crore over the next two years under the Public-Private Partnership (PPP) model. Key initiatives include the INR 20,000 crore Parandur Greenfield Airport, two pumped storage hydroelectric projects totalling INR 11,721 crore, and a INR 7,000 crore thermal power plant in North Chennai. The state is also planning water systems, industrial parks, and a desalination plant. With a goal to double renewable energy output by 2030, Tamil Nadu is aligning its infrastructure expansion with sustainability, positioning itself as both an industrial powerhouse and a green energy leader.
Tamil Nadu is preparing to launch over 50 major infrastructure projects worth around INR 45,000 crore, with bids expected to be invited within the next one to two years. These projects will be taken up under the Public-Private Partnership (PPP) model, and include large-scale developments in transport, energy, water, and industrial infrastructure.
According to government sources, some of the biggest projects in the pipeline are the proposed Parandur Greenfield Airport, two pumped storage hydroelectric plants, and a thermal power project near Chennai. The bid process for the airport project alone is already under way, and the total investment is expected to be around INR 20,000 crore.
Most of the larger projects are expected to take five to six years to complete, while the smaller ones could be finished in under two years. The planned developments also include transmission lines, 24/7 water supply systems, a desalination plant, industrial parks, and a waste-to-energy plant.
The state is also pushing forward with its green energy goals under the 2025-26 budget. The Tamil Nadu government has committed to doubling its renewable energy output by 2030, in line with its goal of becoming a USD 1 trillion economy. To meet this target, the state aims to generate an additional 100 billion units of renewable power.
As part of this clean energy push, two pumped storage projects will be developed through PPP mode-1,100 MW in Vellimalai and 1,800 MW in Aliyar, with a combined investment of INR 11,721 crore. Bid documents for these energy projects are already being prepared.
Tamil Nadu is also planning a 4 x 125 MW pumped storage project at Kundah in the Nilgiris, expected to be commissioned by November 2025, as well as a thermal power plant in North Chennai of 1 x 660 MW capacity with an estimated cost of INR 7,000 crore.
With a strong focus on long-term infrastructure and clean energy, Tamil Nadu's upcoming projects show the state's ambition to become a major economic and industrial hub while maintaining its sustainability goals.
