Dubai's real estate market, which experienced remarkable momentum in 2024, has carried that growth into early 2025, with off-plan properties remaining a major driver. A comparison of transaction data between early 2024 and early 2025 reveals a sharp rise in investor activity, particularly from Indian and Mexican buyers. Broader international participation is also evident, with diverse investor groups gaining ground. Strong capital appreciation potential, flexible payment schemes, and ongoing launches of iconic projects like The Valley by Emaar and Dubai Creek Harbour are maintaining the sector's upward trajectory. Strategic policies and infrastructure continue to reinforce Dubai's position as a global investment destination.
Dubai's real estate sector maintained its upward trajectory through 2024, with off-plan properties playing a central role in this sustained growth. Over the past year, the emirate recorded a 35.5% surge in overall real estate transactions, reinforcing its appeal as a prime global investment hub. Momentum has carried over into early 2025, with off-plan developments continuing to draw strong interest across a widening base of international investors.
A year-on-year comparison of the first two months of 2024 and 2025 reveals notable shifts in investor behaviour. Indian investors remained the most dominant, expanding their share of off-plan transactions from 19% to 28%. Meanwhile, Mexican investors, who had no presence in the same period last year, now account for 11% of transactions, indicating rising enthusiasm from Latin American markets. Pakistani investors also recorded a modest uptick in activity, growing from 10% to 11%.
Investor participation became more diversified in early 2025, with several nationalities Jordanian, Canadian, Lebanese, Moroccan, Egyptian, Austrian, UK, Albanian, and Italian buyers each representing 6% of transactions. This growing diversity reflects Dubai's broadening international appeal, as investors from a range of geographies increasingly view the city as a strategic base for property investment.
The off-plan segment's sustained success is being attributed to a mix of competitive pricing, accessible and flexible payment plans, and the prospect of strong capital gains. Projects such as The Valley by Emaar, Sobha One, and Dubai Creek Harbour continue to rank high among investor preferences. Select launches within these developments have seen phases sell out swiftly, underscoring robust market demand.
Dubai's continued attractiveness is underpinned by its investor-friendly regulations, globally connected location, and world-class urban infrastructure. With 2025 underway, the off-plan market is expected to remain a central pillar of the emirate's property landscape, offering long-term potential for investors who are drawn to the city's dynamic and future-ready real estate offerings.
