The Ludhiana Improvement Trust (LIT) is awaiting the final notification from the Punjab government to begin offering a rebate on non-construction fees (NCF) for plot allottees. While the state cabinet has approved a discount on these dues, the process cannot begin until the official notification is received. Plot holders who delay construction face NCF charges, and many allottees remain unaware of these regulations, leading to an estimated INR 30 crore in unpaid dues. LIT is also dealing with issues related to property sales where new owners fail to register.
The Ludhiana Improvement Trust (LIT) is currently awaiting the final notification from the Punjab government regarding the much-anticipated rebate on non-construction fees (NCF) for plot allottees across its various schemes. The state cabinet has already approved a discount on NCF dues, a move that is expected to not only relieve plot holders but also generate revenue for LIT. However, the rebate process can only commence once the final notification from the government is received.
Under the existing norms, plot holders are required to begin construction within a specified period after receiving the plot. Failure to comply with this mandate results in the imposition of NCF, a fee imposed on those who delay construction. Many allottees, however, are unaware of these rules, leading to a significant accumulation of unpaid dues over the years. LIT officials estimate that defaulters collectively owe approximately INR 30 crore, though the exact amount will be determined after preparing a comprehensive list of all defaulters.
In addition to the issues related to NCF, LIT also faces challenges when plot holders in its various residential and commercial schemes sell their properties. New owners often neglect to update LIT records with their names, creating a further layer of administrative complexity. This oversight requires LIT officials to conduct additional verification processes to ensure the accuracy of their records.
LIT Chairman, Tarsem Bhinder, highlighted that the NCF rebate would benefit the public while simultaneously aiding LIT's revenue generation efforts. He further emphasized that the trust is eager to begin the rebate process, but it remains dependent on the final notification from the Punjab government.
In the meantime, LIT officials have revealed that an estimated INR 100 crore remains pending from defaulters who have not paid their property installments after receiving properties from LIT. This outstanding amount is a significant burden on the trust's revenue collection efforts.
As LIT waits for the final notification from the Punjab government, stakeholders are hopeful that this initiative will balance revenue generation with the welfare of the public, providing much-needed relief to defaulters and assisting in the trust's financial recovery.
