Ghaziabad's PMAY dreams stall as eligibility hurdles and infrastructure delays persist

In Ghaziabad, the Pradhan Mantri Awas Yojana (PMAY) has encountered significant challenges. Out of 17,875 applications, only 2,760 met the eligibility criteria. Despite the Ghaziabad Development Authority (GDA) preparing 2,000 housing units, beneficiaries remain without homes due to incomplete essential amenities like electricity, water, and roads. Private developers, responsible for 6,150 units, have yet to deliver any. The verification process for applicants has been sluggish, further delaying allotments. While over 88 lakh houses have been delivered under PMAY-U nationwide, Ghaziabad's projects lag.

Earlier this week, Ghaziabad's housing aspirations under the Pradhan Mantri Awas Yojana (PMAY) faced a setback. Of the 17,875 applications received, only 2,760 were deemed eligible, highlighting the stringent criteria and verification challenges. The Ghaziabad Development Authority (GDA) has completed 2,000 housing units in areas like Madhuban Bapudham and Dasna. However, these units remain unoccupied due to the absence of essential services such as electricity, water supply, sewer connections, and approach roads. A senior GDA official mentioned that various departments, including PWD and UP Jal Nigam, are awaiting state government funds to complete these amenities.


Private developers, tasked with constructing 6,150 units, have yet to deliver any homes. While some developers claim near completion, the GDA has issued directives to expedite the process. The Confederation of Real Estate Developers' Associations of India (CREDAI) attributes delays to insufficient initial incentives and rising construction costs, making affordable housing economically unviable for builders.

The verification process for applicants has also been a bottleneck. The State Urban Development Agency (SUDA) faces manpower constraints, leading to delays in verifying thousands of applications. This slow verification has further postponed the allotment of homes to eligible beneficiaries.

Despite these challenges in Ghaziabad, the PMAY-U scheme has seen success elsewhere. Nationwide, over 88 lakh houses have been delivered to beneficiaries, with more than 1.18 crore houses sanctioned by the Ministry of Housing and Urban Affairs as of November 2024. The central government continues to support states and Union territories by assisting PMAY-U to ensure affordable housing in urban areas.

Addressing these issues requires coordinated efforts between government agencies, developers, and the community. Streamlining verification processes, ensuring timely funding, and providing adequate incentives to developers are crucial steps toward realizing the vision of housing for all in Ghaziabad.
