The state cabinet recently approved the joint redevelopment of two MHADA layouts-Adarsh Nagar in Worli and Bandra Reclamation-marking a significant step towards urban renewal in South Mumbai. Under the Construction and Development Agency (C&Da) model, a developer will be selected through a bidding process based on the maximum usable housing stock offered to MHADA. The redevelopment will cover a total of 2,65,500 square metres with a Floor Space Index (FSI) of 4, and MHADA will retain one FSI for its own housing stock. Approximately 5,000 families living in 60-year-old, dilapidated buildings are expected to benefit from this initiative, which includes provisions for temporary housing and improved infrastructure.
The state cabinet, earlier this week, sanctioned the joint redevelopment of two MHADA layouts-Adarsh Nagar in Worli and the Bandra Reclamation layout in the suburbs-aiming to revitalise old housing stock and increase residential availability in key parts of the city. According to a government press release, the approval pertains specifically to cooperative housing societies within these two layouts, excluding individual buildings that fall outside the designated plots.
The cabinet has also authorised the appointment of a Construction and Development Agency (C&Da) through MHADA to carry out the redevelopment. Developers will be required to participate in a competitive bidding process, and the contract will be awarded to the one who proposes the highest usable area allocation for MHADA. An official from the housing department remarked that this mechanism ensures maximum benefit for the housing authority.
The redevelopment will be governed by a Floor Space Index (FSI) of 4, with MHADA entitled to housing stock equivalent to one FSI in both Bandra Reclamation and Adarsh Nagar layouts. This measure is expected to considerably boost public housing availability in both South Mumbai and Bandra.
According to official figures, a total of 2,65,500 square metres of land is set to be redeveloped-1,97,466 square metres in Bandra Reclamation and 68,034 square metres in Worli-under the approved FSI guidelines. FSI represents the ratio of a building's total floor area to the size of the plot on which it is built.
The Bandra Reclamation layout covers around 2 lakh square metres and consists of 52 buildings housing 1,688 residential units, with sizes ranging from 322 to 825 square feet. Adarsh Nagar, spread across 68,000 square metres, includes 58 buildings with 863 residential units, varying between 270 and 860 square feet in size.
The office of Chief Minister Shri Devendra Fadnavis stated that the selected developer must obtain written consent from at least 51% of the tenants before proceeding. As per preliminary estimates provided by the housing department, approximately 5,000 families are expected to benefit from this redevelopment. The department further noted that most of the buildings marked for redevelopment are nearly six decades old and in poor condition, and this initiative will allow residents to transition into safer and more spacious homes.
The Chief Minister's office further mentioned that the appointed C&D would be responsible for overseeing the rehabilitation of affected landowners and residents. The developer will be obligated to provide temporary housing, rental compensation for alternative accommodation, a corpus fund, and carry out required infrastructure development.
