The Ahmedabad Municipal Corporation (AMC) has launched an INR 250 crore GIS project to geotag 24.46 lakh properties, fulfilling a key requirement for an INR 3,000 crore World Bank loan aimed at infrastructure upgrades. AMC called for both national and international proposals to design and manage a GIS-integrated MIS system. Despite prior fragmented efforts, AMC lacks an integrated GIS platform. Officials asserted that obsolete and scattered data necessitated the new initiative. Once completed, the GIS system will streamline access to information on roads, utilities, and properties, ensuring better planning and execution of projects like drainage, water supply, and sewage treatment facilities.
Aiming to expand its public infrastructure initiatives, the Ahmedabad Municipal Corporation (AMC) is advancing an INR 250 crore geographic information system (GIS) project that includes the geotagging of approximately 24.46 lakh properties across the city. This GIS mapping undertaking forms a critical requirement for securing an INR 3,000 crore World Bank loan, intended to modernize Ahmedabad's urban infrastructure. On April 23, AMC issued a tender inviting bids from both national and international firms to conduct the survey, develop, implement, and maintain a GIS-enabled management information system (MIS) for the city.
The scope of the project encompasses 18.30 lakh residential and 6.16 lakh non-residential properties. Additionally, it involves the creation of an aerial 3D digital map of Ahmedabad, offering a comprehensive and dynamic visualization of the urban landscape. AMC plans to deploy the World Bank funds primarily for upgrading the drainage systems, water supply networks, and sewage treatment facilities. As stipulated by the World Bank, the civic body must establish a dedicated GIS cell, prompting the issuance of the latest tender.
Despite various independent efforts by multiple AMC departments and significant public funding over the past few years, the corporation still does not have an integrated GIS mapping system for its roads, footpaths, buildings, and underground utilities. In 2014-15, AMC contracted the consulting firm DRA to conduct GIS mapping of Ahmedabad's water distribution system. The following year, it engaged PwC to map properties for taxation purposes, incurring considerable fees. AMC engaged another consultant to map water connections separately.
However, officials noted that none of these datasets integrated into a single platform, making them ineffective for comprehensive planning. Moreover, GIS data collected in 2016 by a private entity has since become outdated. The World Bank's mandate, the continual expansion of Ahmedabad's municipal boundaries, and the addition of new properties have together necessitated the issuance of the fresh INR 250 crore tender. International firms participating in the tender process are permitted to submit their security deposits in foreign currencies, broadening the competition pool.
