Panipat is undergoing a major transformation in 2025, with projects worth over INR 60,000 crore reshaping its industrial and urban landscape. The IOCL refinery is being expanded from 15 to 25 MMTPA at a cost of INR 36,225 crore, while Asia's first 2G ethanol bio-refinery is set to curb stubble burning and generate jobs. The INR 21,627 crore Delhi-Panipat RRTS will slash travel time to Delhi, and the upcoming 300-km Panipat-Dabwali Expressway will boost regional connectivity. Real estate developers like M3M and Godrej are investing in large-scale residential and mixed-use projects, positioning Panipat as a fast-emerging, sustainable, and well-connected urban centre.

Panipat, a city steeped in history, is now scripting a new chapter in infrastructure and urban development. As of 2025, several major projects are underway or in the pipeline, aiming to transform Panipat into a modern, connected, and sustainable urban center.


One of the most significant undertakings is the expansion of the Indian Oil Corporation Limited (IOCL) refinery in Panipat. The refinery's capacity is being increased from 15 million tonnes per annum (MMTPA) to 25 MMTPA, with an investment of approximately INR 36,225 crore. This expansion is part of India's broader goal to raise its refining capacity to 450 MMTPA. The project, initially slated for completion earlier, faced delays due to global events but is now expected to be operational by December 2025.

Complementing this is the establishment of Asia's first 2G ethanol bio-refinery by IOCL in Panipat. Spanning 35 acres, the facility will process 2 lakh tonnes of rice straw annually to produce around 3 crore liters of ethanol. This initiative not only aims to reduce stubble burning a major environmental concern but also to generate approximately 1,500 jobs and save foreign exchange worth INR 55-60 crore annually.

In terms of transportation, the Delhi-Panipat Regional Rapid Transit System (RRTS) is a game-changer. This 135 km semi-high-speed rail corridor will connect Delhi, Sonipat, Panipat, and Karnal, reducing travel time between Delhi and Karnal to just 45 minutes. With an estimated cost of INR 21,627 crore, the project includes 17 stations and is expected to be operational by 2025.

Road infrastructure is also receiving a boost with the Panipat-Dabwali Expressway, a 300 km, four-lane expressway expected to be completed by December 2026. This project will enhance connectivity between Haryana and neighboring states, promoting trade and mobility.

On the urban development front, real estate giants are investing heavily in Panipat. M3M India is developing a 333-acre township with an investment of INR 1,200 crore, aiming to create a hub for industries, startups, and modern living. Similarly, Godrej Properties has launched premium plotted developments, emphasizing sustainable and green living, catering to the growing demand for residential spaces in the city.

These initiatives collectively signify Panipat's transition from a historically significant city to a modern urban hub, balancing industrial growth with sustainable and inclusive development.
