Synopsis

Dharamshala is undergoing a major transformation in 2025 with a focus on sustainable development, tourism, and urban infrastructure. Key projects include India's largest International Convention Centre near Tapovan (INR 150 crore), a Smart City initiative (INR 550 crore), and green energy efforts under a new municipal budget (INR 141.51 crore). Homeowners installing solar panels will get property tax rebates, while rainwater harvesting is now mandatory. To ease traffic, a multilevel parking facility and citywide yellow-line parking system are planned. Additionally, the Gaggal Airport runway will be expanded with a INR 3,000 crore investment to boost connectivity and tourism, making Dharamshala a model for smart, eco-friendly urban growth.

Dharamshala, nestled in the Kangra Valley of Himachal Pradesh, is undergoing a transformative phase in 2025, marked by a series of ambitious infrastructure projects aimed at enhancing urban living, promoting sustainable development, and boosting tourism.

At the centre of this transformation is the construction of the country's largest International Convention Centre near Tapovan, announced by Chief Minister Shri Sukhvinder Singh Sukhu. With an investment of INR 150 crore, this state-of-the-art facility is envisioned to host seminars by major companies, thereby boosting tourism and creating employment opportunities for local youth.

Complementing this development is the Dharamshala Smart City initiative, which has been allocated over INR 550 crore for various projects. The city's Smart City Proposal focuses on optimizing city systems, including transport and utilities, and promoting participatory urban governance. Key components include the development of smart roads with underground utility ducts, smart lighting, and pedestrian-friendly zones, all aimed at enhancing urban mobility and reducing traffic congestion.

In alignment with the state's vision of becoming a green energy leader, the Dharamshala Municipal Corporation has passed a budget of INR 141.51 crore for the fiscal year 2025-26, emphasizing environmental protection and sustainable development. Initiatives under this budget include the launch of the 'Dharamshala Solar Mission,' which offers a 10% rebate in property tax for homeowners installing at least 3 kV solar panels on their rooftops. Additionally, the corporation has made rainwater harvesting structures mandatory for all new residential and commercial buildings to obtain construction approval.

To address the city's growing parking issues, the Municipal Corporation has proposed the construction of a multilevel parking facility near the police grounds, with an estimated cost of INR 9.46 crore. Furthermore, a yellow-line parking system will be introduced across all city wards, allowing residents to park their vehicles in designated areas for a nominal fee.

Enhancing the city's tourism infrastructure, the state government has announced a significant allocation of INR 3,000 crore for the expansion of the Gaggal Airport. The project aims to increase the runway length from the current 1,376 meters to 3,010 meters, facilitating better connectivity and accommodating larger aircraft, thereby attracting more tourists to the region.

These comprehensive initiatives underscore Dharamshala's commitment to sustainable urban development, aiming to create a more connected, efficient, and livable city for its residents and visitors alike.
