The Tamil Nadu Urban Habitat Development Board (TNUHDB) has imposed a penalty of INR 15 lakh on a contractor for significant delays in three housing reconstruction projects in Chennai. These projects, located in Gandhi Nagar, Periyar Nagar, and Goyathoppu, are part of the PMAY-AHP scheme and were expected to be completed within 18 months using pre-fabricated concrete technology. However, progress has been sluggish, with completion rates ranging from 34% to 45%. The delays have forced displaced residents to incur additional rental expenses. TNUHDB has warned of further penalties if the contractor fails to expedite the work.
The Tamil Nadu Urban Habitat Development Board (TNUHDB) has taken decisive action against a contractor for the sluggish progress in reconstructing housing projects in Chennai. These projects, situated in Gandhi Nagar, Periyar Nagar, and Goyathoppu, are being developed under the Pradhan Mantri Awas Yojana (Urban) - Affordable Housing in Partnership (PMAY-AHP) scheme. Each project was awarded on a turnkey basis, with a stipulated completion period of 18 months from the date of site handover.
Field inspections conducted recently revealed that the contractor had completed only 44% of the work at Gandhi Nagar, 34% at Periyar Nagar, and 45% at Goyathoppu. The slow production of precast concrete elements at the contractor's casting yard was identified as a significant factor contributing to the delays.
The delays have had a profound impact on the intended beneficiaries, who vacated their original homes in anticipation of timely completion. Many are now burdened with rental costs as they continue to wait for possession of their new homes. Recognizing the social and financial implications, TNUHDB has levied a fine of INR 5 lakh for each project, amounting to a total of INR 15 lakh.
Anshul Mishra, Managing Director of TNUHDB, emphasized that any further delays will not be tolerated. The contractor has been directed to immediately mobilize adequate manpower and materials to bring the projects back on track. Additionally, the firm has been asked to submit a detailed micro-level action plan before the end of this month, outlining specific measures to expedite the work.
The board's proactive measures aim to hold contractors accountable and mitigate the hardships faced by displaced residents. As urban development continues to accelerate, such enforcement actions serve as a reminder of the importance of adhering to project timelines and maintaining construction standards.
