Mumbai Coastal Road Phase 2: BMC proposes land reservation changes for 60 plots between Goregaon and Dahisar

The Brihanmumbai Municipal Corporation (BMC) has proposed changes to the reservation status of 60 land parcels between Goregaon and Dahisar to facilitate phase two of the Mumbai Coastal Road project. These adjustments, part of the Development Plan 2034, affect plots in Eksar, Malad (West), Malvani, Pahadi (Goregaon), Charkop, and Dahisar, aligning them with upcoming infrastructure needs. The 25-kilometre Coastal Road phase 2, costing INR 20,000 crore, will connect the Versova-Bandra Sea Link to Dahisar, with integration planned for the Goregaon-Mulund Link Road. The BMC is inviting public suggestions and objections within a 30-day window, followed by a public hearing.

The Brihanmumbai Municipal Corporation (BMC) issued a notification proposing changes to the reservation status of 60 land parcels situated between Goregaon and Dahisar. These modifications are intended to facilitate the implementation of phase two of the Mumbai Coastal Road project.


Under the BMC's Development Plan 2034, vacant land parcels in Mumbai are typically reserved for future public amenities. However, when such parcels fall within the alignment of major infrastructure or government projects, their reservation classifications are adjusted to accommodate new development needs.

According to the notification, the reservation status of 31 land parcels in Eksar is set to be revised, along with 12 plots in Malad (West), seven in Malvani, five in Pahadi (Goregaon), four in Charkop, and one in Dahisar. Most of these plots are located along Mumbai's north-western coastline.

The Mumbai Coastal Road phase 2 project aims at connecting the Versova-Bandra Sea Link interchange to the Dahisar interchange. The project has been divided into six distinct packages to streamline its development. Package A will cover a 4.5-kilometre stretch between Versova and Bangur Nagar (Goregaon), while Package B will span 1.66 kilometres from Bangur Nagar to Mindspace (Malad). Packages C and D will feature twin tunnels, stretching 3.9 kilometres, and connecting Mindspace in Malad with Charkop in Kandivali. Package E will extend 3.78 kilometres, linking Charkop to Gorai, and Package F will cover 3.69 kilometres between Gorai and Dahisar. Beyond Dahisar, an elevated corridor of 5.6 kilometres is being planned to improve connectivity with other regions in the Mumbai Metropolitan Region (MMR).

The Coastal Road phase 2 is also set to integrate with the Goregaon-Mulund Link Road (GMLR), an east-west connector that is currently being constructed by the BMC. The proposed alignment for the stretch from the GMLR Connector to Dahisar, measuring 11.4 kilometres in length and varying between 36.6 metres and 53 metres in width.

Once completed, the entire project will span approximately 25 kilometres, with the total cost for both phases pegged at INR 20,000 crore. Environmental clearances for the initiative were secured last year, and on-ground construction commenced earlier this year.

The BMC has invited suggestions and objections from citizens regarding these proposed changes. A 30-day period has been granted for submissions, following which a public hearing will be organised to address concerns and feedback.
