The Uttar Pradesh government has approved Prayagraj Development Authority's (PDA) Master Plan-2031, expanding the city's area from 309 sq. km to 398 sq. km by incorporating 639 villages. Key features include a new 'Highway Facility' land use category along major roads for commercial hubs and legalizing existing unauthorized commercial properties. This structured urbanization aims to boost infrastructure, attract investments, and streamline property regulations. Similar to urban expansion projects in Delhi and Mumbai, the plan seeks to modernize Prayagraj into a more structured and business-friendly city, ensuring sustainable growth over the next decade.
The Prayagraj Development Authority (PDA) has received government approval for the Master Plan-2031, which aims to expand the city's area from 309 square kilometers to 398 square kilometers by incorporating 639 villages. This expansion is expected to bring significant changes to the city's infrastructure, economy, and overall urban landscape. The master plan, initially prepared in January 2022, underwent three amendments based on 485 objections and suggestions from the public before receiving final approval. It was sent to the state government for scrutiny in November 2024 and has now been cleared for implementation.
One of the key highlights of Master Plan-2031 is the introduction of a new land use category called "Highway Facility" along the Ring Road and Bypass Road. This will allow commercial activities such as guest houses, restaurants, resorts, petrol pumps, and other amenities to be developed within a 500-meter radius along these roads. This move is expected to boost commercial activity and generate employment opportunities in these newly urbanized areas. Additionally, the plan includes the legal regularization of commercial establishments that were previously unauthorized by changing their land use from residential to commercial, thereby increasing revenue for the city administration.
The plan also seeks to address existing land-use mismatches by legalizing commercial properties in areas that were initially designated as residential but have since evolved into commercial hubs. For instance, colonies where businesses have already taken over residential plots will now be officially recognized as commercial areas. This means property owners will be able to get their building plans approved legally, leading to more structured and compliant urban development. Under this framework, two floors of buildings in such colonies can be designated for commercial use, while one floor will remain residential. The Prayagraj Master Plan-2031 will also facilitate infrastructure development such as roads, drainage, and utilities, ensuring that the city's growth is sustainable.
Similar large-scale urban expansion projects have been undertaken in other Indian cities. In Delhi, the Master Plan-2041 aims to modernize infrastructure and enhance connectivity, focusing on redeveloping existing urban spaces rather than expanding into new territories. Mumbai has been working on a "Third Mumbai" project, officially named Karnala-Sai-Chirner New Town, to accommodate its growing population by developing a planned city within the Mumbai Metropolitan Region. In Andhra Pradesh, Amaravati was envisioned as a smart capital city with sustainable infrastructure, green spaces, and efficient transport systems.
For Prayagraj, the approval of this master plan is expected to significantly impact the local economy. The expansion of urban boundaries and commercial land use is likely to attract investments from businesses and developers, boosting the real estate sector. With legal clarity on land use, property transactions are expected to become smoother, encouraging more structured development. The legal regularization of previously unauthorized constructions will also provide a sense of security to property owners, who can now operate within the legal framework.
According to PDA Vice Chairman Dr. Amit Pal Sharma, urbanization under Master Plan-2031 will be systematically executed over the next decade, focusing on improving infrastructure, promoting commercial growth, and ensuring a well-planned expansion of the city. The plan is designed to make Prayagraj a more structured, efficient, and business-friendly urban center, meeting the aspirations of both residents and investors. By learning from the experiences of other cities and implementing strategic urban planning, Prayagraj aims to become a model for balanced urban development, where infrastructure growth keeps pace with rising population and economic activities.
