The Navi Mumbai Municipal Corporation (NMMC) has successfully achieved its revenue collection target, owing to the cooperation of its well-informed citizens. The revenue was generated from various sources, including property tax, water tax, construction permit approvals, and license fees. The Property Tax Department collected INR 826.12 crore, with INR 20.97 crore collected under the Abhay scheme, which offered a 50% discount on penalty charges. The Water Supply Department gathered INR 105.93 crore, while the Urban Planning Department secured INR 381.90 crore from construction permits, primarily from redevelopment projects. Additional revenue was collected through the Licensing Department and local body tax. Future plans include integrating the Bharat Bill Payment System for enhanced convenience.
The civic services of the Navi Mumbai Municipal Corporation (NMMC) are financed through revenue collected from multiple sources, including property tax, water tax, construction permit approvals, and license fees. Municipal Commissioner Dr. Kailash Shinde expressed gratitude towards the responsible citizens of Navi Mumbai, whose cooperation played a crucial role in achieving the targeted tax collection.
The Property Tax Department successfully collected INR 826.12 crore, of which INR 20.97 crore was received under the Abhay scheme, which provided a 50% discount on penalty charges for outstanding property tax. The same benefit was extended to defaulters. Likewise, the Water Supply Department amassed INR 105.93 crore through water bills, with many citizens utilising the Abhay scheme.
The Urban Planning Department generated INR 381.90 crore from construction permits, with a substantial portion stemming from redevelopment project approvals. The Licensing Department contributed INR 14.60 crore through direct fees for various permits issued within the stipulated timeframe. Additionally, INR 28.04 crore was collected as local body tax, with other departments also reporting significant revenue collection.
Each department met its collection target, and the Commissioner credited the concerted efforts of department heads, officers, and employees for this achievement. He commended their dedication in ensuring 100% target fulfillment. The leadership of Commissioner and Administrator Dr. Kailash Shinde played a pivotal role in this success.
To facilitate payments, emphasis was placed on enhancing the online payment system, in line with the Commissioner's vision. A new online property tax collection system was introduced to resolve payment difficulties, and a separate app was effectively launched alongside the municipal corporation's website. Various payment modes, including net banking, debit/credit cards, UPI, wallets, QR codes, and traditional cash or cheque payments, were made available at civic amenities centres. Additionally, the option for online payments from home received a positive response. Measures such as issuing notices to tax defaulters and disconnecting water connections were also undertaken.
To encourage voluntary property tax payments, the 'Abhay' scheme was implemented, offering a 50% discount on penalties for overdue property tax. A similar initiative was launched for water bill payments. Payment centres remained operational even on holidays, leading to widespread citizen participation.
As Navi Mumbai continues to develop, municipal revenue collection remains vital for sustaining infrastructure projects and services. Commissioner Dr. Kailash Shinde expressed appreciation for the civic-minded residents who fulfil their tax obligations responsibly, contributing to the financial stability of the NMMC. Moving forward, the Bharat Bill Payment System is set to be integrated into the online payment structure for the 2024-25 financial year, offering enhanced convenience. Additionally, property tax payments will be structured to allow citizens to pay in installments throughout the year, and water bills will be made available online with multiple payment options. Commissioner Shinde expressed confidence that similar support from the citizens will continue in the future.
