Panaji is undergoing a major transformation under the Smart City Mission, with 42 of 51 projects worth INR 849 crore already completed and nine more valued at INR 202 crore underway. As part of this INR 1,051 crore push, 6,850 meters of roadwork in Central Panaji will be completed by May 2025. The city has also unveiled a INR 120 crore municipal budget and introduced digital initiatives like the Goa State Data Infrastructure Project. To address implementation delays and boost equitable development, MLAs can now propose infrastructure projects up to INR 100 crore each, starting FY 2025-26-marking a strategic move towards inclusive urban growth.
?Panaji, the capital city of Goa, is currently undergoing a significant transformation through various infrastructure projects aimed at enhancing urban living, improving connectivity, and promoting sustainable development. Central to these efforts is the Imagine Panaji Smart City Development Limited (IPSCDL) initiative, which has been instrumental in executing multiple projects under the Smart City Mission. As of March 2025, IPSCDL has undertaken 51 projects totaling INR 1,051 crore, with 42 projects amounting to INR 849 crore completed, and nine projects valued at INR 202 crore ongoing.
A notable achievement includes the completion of 6,850 meters of roadwork in Central Panaji by March 31, 2025. This extensive project was executed in three phases, covering key areas such as MG Road, TB Cunha Road, and 18 June Road. The final layer of Bituminous Concrete, along with road painting and traffic signage installation, is scheduled to conclude by May 31, 2025.
In addition to roadworks, the city is focusing on enhancing its digital infrastructure. The Goa State Data Infrastructure Project, spearheaded by the Goa State Remote Sensing Centre, aims to implement a comprehensive data framework to support various governmental and developmental activities. This initiative aligns with the National Geospatial Policy and is expected to significantly improve data collection and sharing across departments.
Furthermore, the Corporation of the City of Panaji (CCP) has announced a budget of INR 120 crore for 2025, emphasizing upgrades to critical infrastructure such as the St. Inez cemetery and other developmental projects within the city.
However, the implementation of these projects has not been without challenges. Key roads such as MG Road and stretches along Rua de Ourem and Dr. Pandurang Pissurlekar Road have experienced delays, causing inconvenience to residents and commuters. Factors contributing to these delays include unforeseen weather conditions and complexities in land acquisition.
In response to these challenges, the state government has proposed a significant boost in infrastructure funding. Starting from the 2025-26 financial year, each Member of the Legislative Assembly (MLA) will have the opportunity to propose infrastructure projects worth up to INR 100 crore through various government departments. This initiative aims to ensure equitable development across the state and address local infrastructural needs effectively.
These concerted efforts reflect Panaji's commitment to evolving into a modern, sustainable, and resilient urban center, balancing infrastructural advancements with the preservation of its unique cultural and environmental assets.
